Certificate of Demolition Eligibility Review

A Certificate of Demolition Eligibility (CDE) allows a subsequent demolition application to be processed without further review by Landmark Preservation for five years.

Factors that may affect your project 

A CDE will not be issued if the property is:

  • an individually designated Denver historic landmark,
  • in a designated historic district, or
  • currently being considered for designation as a landmark or as part of a historic district.

How to Submit

By Email

Step 1.Complete Application

Complete the Certificate of Demolition Eligibility Application(PDF, 160KB).

Step 2.Gather Photos

Take color photographs showing all sides (typically 4) of all structures larger than 1.5 stories on the property. This may include accessory structures such as barns, carriage houses, etc. If the site is complicated, please label photographs and provide a site plan. 

Photographs must be at least 300 dpi, at least 4” x 6,” and attached to the email as a jpg or pdf. Photographs that are thumbnails, embedded, or linked will not be accepted. View the Landmark Standards for Photographs(PDF, 590KB).

Step 3.Real Property Record

To verify property ownership and legal description, provide a copy of the real property record from the Assessor's Office.

Step 4.Submit by Email

Complete the above steps and email all required documents to landmark@denvergov.org. File size should not exceed more than 25 MB combined.

Once your application has been processed, we will email you instructions on how to pay the $250 application fee online through e-permits.

After completing the above steps, bring all documents to the CPD Records counter. The counter is located on the second floor of the Wellington Webb Municipal Office Building at 201 W. Colfax Ave., Denver.

Next Steps: Review and Determination

Applications are reviewed in the order they are received and on of the following determinations is made.

No Landmark Designation Potential

If  Landmark Preservation staff review determines that the property does not have potential for landmark designation, staff will issue the Certificate of Designation Eligibility within 10 business days of application receipt. 

Landmark Designation Potential

If the Landmark Preservation staff determines the property has potential for historic designation, a notice will be posted on the property for 21 calendar days.

  • If Landmark Preservation staff does not receive a notice of intent to file a designation application by 4:30 p.m. on the 21st calendar day, a CDE will be issued on the next business day.
  • If Landmark Preservation receives a notice of intent to file a landmark designation application by the 21st day, the posting period is extended to 4:30 p.m. on the 60th calendar day.
    • By day 40 of the posting period, a stakeholder meeting with a third-party facilitator must take place. The meeting must include the property owner(s) or owner(s)' representative, one of the persons who filed the notice of intent, and a Landmark Preservation staff member. Representative members of the community may also be invited to the meeting. 
    • If the posting period is extended and Landmark Preservation staff receives a designation application and application fee by 4:30 p.m. on the 60th calendar day, the landmark designation process would begin. Note: The designation applicant does not have to be one of the people who submitted the notice of intent. 
    • If the posting period is extended and Landmark Preservation staff does not receive a designation application and application fee by 4:30 p.m. on the 60th calendar day, the CDE will be issued on the next business day.
    • In cases in which the landmark designation process is initiated, if the property is not designated within 90 days of the date the landmark designation application was received, the CDE will be issued.
