The commercial plan review and permitting process varies according to the size and location of your project. A site development plan review is required for all new commercial projects and major additions. Large projects may also need to undergo large development review and/or submit an infrastructure master plan.

Interim minimum parking requirements policy for new developments starts June 30

Last year, the governor signed Colorado House Bill 24-1304, which requires Denver and other large cities to stop enforcing minimum parking requirements for certain developments located near transit centers. More specifically, starting June 30, 2025, the law calls for no minimum parking requirements for multifamily residential development, and for adaptive reuse of buildings that will be at least 50 percent residential, if the development is located within a quarter-mile of most transit stations and stops.

Given the prominence of transit options in the city, this means the vast majority of Denver falls into this category.

For the past several months, the Denver City Council has taken input on a new proposal that would eliminate minimum parking requirements throughout the city. If adopted by the Denver City Council at its Aug. 4 meeting, the Modernizing Parking Requirements text amendment would go into effect on August 11, 2025. Development applications approved on or after that date would not be required to build parking.

Meanwhile, Denver will comply with the state law, meaning no minimum parking requirements for multifamily development and adaptive reuse of buildings that will be at least 50% residential in most areas of the city, beginning on June 30.
