Blueprint Denver is a citywide land use and transportation plan that was first adopted in 2002 and updated in 2019. The plan covers a 20-year period, and calls for growing an inclusive city through:

  • complete neighborhoods and complete transportation networks;
  • a measured, common-sense approach to new growth;
  • and for the first time, land-use decisions through the lens of social equity.

Community Planning and Development will measure outcomes related to the plan goals, policies, and strategies in Blueprint Denver. 


Blueprint Denver Limited Technical Update 2026

CPD will be conducting a limited technical update of Blueprint Denver in 2026 to maintain consistency with recent state legislation and adopted city plans. Additional details about the limited technical update can be found below.

Overview

CPD will be conducting a limited technical update of Blueprint Denver in 2026 to maintain consistency with recent state legislation and adopted city plans. This effort incorporates and clarifies existing adopted policies and required information into Comprehensive Plan 2040 by updating Blueprint Denver as an adopted supplement to the Comprehensive Plan. It will also adopt the Denver One Water plan as a supplement to the Comprehensive Plan.

What’s the process?

  1. A draft of the proposed changes will be shared with the community this summer. Community members will have an opportunity to review and comment on the proposed changes. More information about how to participate can be found in the “How do I participate” section.
  2. After feedback is collected, CPD staff will review the community’s comments on the proposed changes and make updates and revisions as appropriate.
  3. After the changes have been incorporated, the Planning Board will review the final proposed changes at a public hearing and vote on whether to approve the updated plans in the fall.
  4. After approved by the Planning Board, Denver City Council will review the final proposed changes at a public hearing and vote on whether to adopt the updated plan before the end of 2026.

How should Denver evolve and grow?

Denver's City Council adopted Comprehensive Plan 2040 and Blueprint Denver in 2019 after three years of extensive public engagement during which community members shared their ideas for how their city should evolve over the next 20 years. In community meetings, online surveys, office hours and more, Denverites expressed a vision for an inclusive, connected and healthy city.
