Join residents, business owners, neighborhood groups and more at the first public meeting for the Near Northeast Area Plan on Thursday, May 21. City staff will share information about the planning process, how to get involved and begin to collect community feedback. Your input will help shape the future of the Clayton, Cole, North Park Hill, Northeast Park Hill and Skyland neighborhoods. RSVPs are not required, but will help city staff plan for the event.

The Near Northeast Planning Area is made up of five neighborhoods: Clayton, Cole, North Park Hill, Northeast Park Hill and Skyland.
Current Projects
Park Hill Park Vision Plan - The City and County of Denver acquired the former Park Hill Golf Course property for use as a park. Denver Parks and Recreation will oversee the 155-acre open space, which is now open to the public. Additionally, Denver Parks and Recreation has launched a visioning process to transform the property into regional park. Park Hill Action Plan - In 2022, a small area plan was proposed for the development of the then-privately owned 155-acre Park Hill Golf Course. This plan included extensive community outreach and a clear vision for the neighborhoods surrounding this space. When Denver Parks and Recreation launched its visioning process for the park in 2025, a concurrent effort began to consider the vision for the future of the community as a whole. A precursor to the Near Northeast Area Plan, the Park Hill Action Plan focused on identifying specific projects, programs and opportunities that strongly relate to the development of the park site and would benefit from short-term action. These goals include:
- Safe access to the park
- Affordable housing
- Mitigating involuntary displacement
- Health food access
- Expanding tree canopy
- Small business

- North: 40th Avenue from Walnut Street to Colorado Boulevard and the city limits to Quebec Street
- East: Quebec Street
- South: MLK Boulevard between Downing Street and York Street, and 23rd Avenue between York and Quebec
- West: York between 23rd and MLK, and Downing and Walnut between MLK and 40th Avenue
The Neighborhood Planning Initiative provides a model for area planning that is intentional, equitable and measurable. The planning process is guided by a multi-pronged outreach and communications strategy with an expected timeline of 18 months from kickoff to adoption. Planning is a collaborative, community-driven process facilitated by city staff with the support of City Council offices, partner agencies and guided by an advisory committee of residents, local businesses, neighborhood groups, community-serving organizations and other constituencies from every neighborhood in the planning area.
Advisory Committee
About the committee
The advisory committee for Near Northeast Area Plan is a group of 20 community members who:
- Represent a diverse set of interests
- Will meet at key points during the 18-month planning process
- Help spread awareness about the plan and gather input
- Advise city staff on community outreach and feedback
- Help ensure traditionally underrepresented voices are heard and represented during the planning process and in the final plan
Members of the public are welcome to attend committee meetings to observe. Materials will be posted in the Project Archive after the fact.
