Assessor's Office

The Assessor's Office locates, appraises and records all of Denver's real and personal properties in accordance with the Colorado Constitution, state statutes and Board of Equalization procedures. The Assessor certifies valuations to 48 special tax districts and tracks values and annual tax increments within the City's 22 tax increment financing (TIF) projects. The Division prepares and delivers the tax warrant to the Treasurer; maintains records on senior citizen and other tax exemptions; generates value notices for all taxpayers; and process written and in-person valuation protests and appeals.

Budget and Management Office

The Budget and Management Office (BMO) prepares and oversees the implementation of the City's budget, evaluates new initiatives and program proposals by City agencies; and collects and analyzes fiscal data related to the operation of the City and County government.  The office also evaluates the financial aspects of major policy issues and acts as a management consultant to the administration and to department and agency heads regarding ways to improve the quality of service delivery and control costs.

Capital Planning and Real Estate

The Capital Planning and Real Estate Division oversees capital financial planning, budgeting, policies and procedures; proposal prioritization and strategic capital planning efforts; development of the city’s Six-Year Capital Improvement Plan and capital budget in coordination with departments; administration of Special Districts; and financial analysis; as well as the strategic analysis, planning and evaluation of the current real estate portfolio; acquisition of all real estate, right-of-way and easements for the city; licensure for use of city owned property; coordination of city leases; identification and procurement of quality work environments for city employees; and determination of the best short- and long-term use of key city properties.

Cash and Capital Funding

The Cash, and Capital Funding Division manages the cash position, oversees cash handling practices, coordinates commercial banking services, and invests the City's funds. The Division also oversees the debt issuance and administration process for City debt and special district/economic development related activities.

Controller's Office

The Controller's Office keeps the City's ledgers and books, manages payroll and accounts payable; establishes and enforces Citywide financial polices, procedures, and internal controls; produces the City's financial reports including the annually audited financial statements of the city known as the Comprehensive Annual Financial Report (CAFR); and works with agencies to improve financial skills.

Risk Management and Worker's Compensation

Risk Management and Worker's Compensation provides a system of risk and loss exposure identification and analysis designed to protect the City and County of Denver, its capital assets, property and employees by managing the city’s self-insurance and loss control programs and the purchase of insurance, by developing and implementing appropriate risk management policies and procedures, and by educating and training all city employees in workplace safety.

Treasury

The Treasury Division collects, records, and deposits all City taxes and revenues; manages the City's cash and investments; issues all City bonds and manages the City's debt; enforces tax compliance; and acts as the fiscal custodian of all funds received by the City and County of Denver.

CORA - Citywide Colorado Open Records Fee Policy

In order to pay for the cost of staff, custodians of public records within the City and County of Denver may charge for research and retrieval time necessary to respond to requests for records under the Colorado Open Records Act (“CORA”).  Pursuant to C.R.S. §24-72-205(6)(b), effective July 1, 2024, staff time may be charged at a rate not to exceed $41.37 per hour.  There shall be no charge for the first hour of time for research and retrieval of records.

The City and County of Denver has instituted at 3 p.m. cut-off for CORA requests. Requests received after 3 p.m. on a city business day may be considered received the following business day. For example, a CORA request received at 2:30 on Monday would be considered received on Monday and a response would be due on Thursday. However, a CORA request received at 3:30 p.m. on Monday would be considered received on Tuesday and a response would be due on Friday.
