City Seeks Development Partner(s) to Build Affordable Housing

Request for Expressions of Interest issued for 2.7-acre site at 4995 Washington St. 

The City and County of Denver has kicked off the pre-project development stage for the development of affordable housing and a community services space at 4995 Washington St. in Globeville. The Department of Finance and Department of Housing Stability today issued a Request for Expressions of Interest (REOI) to solicit expressions of interest by qualified for profit and nonprofit developers to enter into a partnership to provide affordable housing at the city-owned site.

The REOI is used at the pre-project development stage as a tool to gauge interest in the opportunity, facilitate potential partnerships and help refine the vision for the project based on feedback received. This REOI informs the City’s identification of qualified development partner(s) to enter into a 99-year nominal land lease of the property for rental units as the City preference for this project, or convey a portion or the full property as for-sale units and construct a successful development on the property that includes rental and/or for-sale affordable housing.

The proposed development of the property will include a community services space as a part of the scope of the project. Responses to this REOI must outline access, parking, ownership, maintenance, and proposed use, and scope of partnership with this community services partner. Additional commercial space could be included in this project but is not required.

The City purchased the 2.7-acre property in 2019 with the intent that the land would be acquired for a mixed-use development of affordable housing and meet a need for community space in the area.

The deadline to submit expressions of interest is February 7, 2022, 2:30 p.m.
