On or about 17 April 2026 the City and County of Denver, Department of Housing Stability (HOST), will submit a request to the US Department of Housing & Urban Development (HUD) for the release of Community Development Block Grant (CDBG) funds under Title I, Housing and Community Development Act of 1974 (42 U.S.C. 5301 et seq.), as amended, to undertake a project known as Zion Senior Center – Project SAPPHIRE for the purpose of financing the renovations of their building at 5151 East 33rd Avenue, Denver, Colorado, in Denver’s Historical North Parkhill neighborhood. The renovations include repairs to the fire alarm system, bathroom fixtures and plumbing repairs and upgrades for ADA compliance, building access upgrades for ADA compliance, drywall and tile installation in bathrooms, carpet removal, electoral system updates to achieve code compliance, lighting upgrades, and addition of a new kitchen door. The facility will be utilized to provide services and programs including their Food Bank which has a service area that serves all Northeast Parkhill and its neighbors Globeville, Elyria Swansea, Cole and Skyland. The added neighborhoods were absorbed by Zions due to the closure of the Hearts and Hands organization after 17 years of offering food access to the community. The Facility will provide safe gathering spots and activity spaces for the community. Core Services include but are not limited to sewing classes, computer classes, cooking demos, dance classes, community meeting space, a weekly food pantry, and providing school supplies for local children. Total estimated HUD funding is $695,000.00; the total estimated project cost is $695,000.00.
The activities proposed are categorically excluded under HUD regulations at 24 CFR Part 58 from National Environmental Policy Act (NEPA) requirements. An Environmental Review Record (ERR) that documents the environmental determinations for this project is on file at HOST. Due to staff working remotely, the ERR will be made available to the public for review electronically via email. ENVIRONMENTAL CERTIFICATION
HOST certifies to HUD that Mayor Mike Johnston in his capacity as Certifying Officer consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows HOST to use Program funds.
OBJECTIONS TO RELEASE OF FUNDS
HUD will accept objections to its release of fund and the HOST’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of HOST; (b) HOST has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the City and County of Denver, Department of Housing Opportunity.
REQUEST FOR RELEASE OF FUNDS
On or about 29 December 2025 the Department of Housing Stability (HOST) will submit a request to the US Department of Housing and Urban Development (HUD) for the release of Community Project Funding (CPF) funds under Consolidated Appropriations Act, 2024 (Public Law 118-42) (the FY2024 Act), and the Further Consolidated Appropriations Act, 2024 (Public Law 118-47) (the Further FY2024 Act), as amended, to undertake a project known as Re:Vision Westwood Food Hub for the purpose of the purchase and conversion of a vacant lot, located at 3401 W. Mississippi Avenue &3400 West Tennessee Avenue in Denver, Colorado, into an urban farm with community education activities which would allow us to quadruple the amount of space we dedicate to urban farming to increase food security and community connectivity in Westwood. The vacant property is approximately one acre in size and located just 1.3 miles from Re:Vision's current main campus at 3800 Morrison Road. Total HUD funding for this project is $800,000.00 in CPF funds, with a total estimated project cost of $800,000.00.
FINDING OF NO SIGNIFICANT IMPACT
HOST has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. On or after 12 December 2024, the Denver Department of Housing Stability (HOST) will submit a request to the US Department of Housing and Urban Development (HUD) for the release of Economic Development Initiative-Community Project Funding/Congressionally Directed Spending funds under the Consolidated Appropriations Act, 2023, (P.L. 117-328), as amended, to undertake the following project:
Tier 1 Broad Review Project/Program Title: CASR-Residential-Energy-Efficiency-CPF-Grant
Purpose: Denver's Healthy, Efficient and Affordable Housing for Low-Income Neighborhoods initiative will provide home electrification and weatherization retrofits for buildings with critical needs targeting single and multi-family homes in Denver's low-income neighborhoods (e.g., identified NEST Neighborhoods). These projects will help the City and County of Denver meet its goals of reducing greenhouse gas emissions from income-qualified homes, improving indoor air quality, and reducing exposure to pollutants for those living with chronic respiratory and health conditions. These retrofits will be paired with targeted community engagement focused on indoor air quality and occupant health, and will engage key stakeholders at the local, regional, state and utility levels.
Location: Projects will take place in the City and County of Denver. Individual project locations will be identified as part of the project and Tier 2 reviews will be conducted as needed.
Project/Program Description: Participants are provided with air quality testing, home assessments and electrification retrofits aimed at increasing indoor air quality to the maximum extent possible and reducing natural gas emissions. Tier 2 site specific reviews will be completed for those laws and authorities not addressed in the Tier 1 broad review for each address under this program when addresses become known.
Level of Environmental Review Citation: 24 CFR Part 58.35(a)(3)(i) & 24 CFR Part 58.35(a)(3)(ii)
Tier 2 Site Specific Review: The site-specific reviews will cover the following laws and authorities not addressed in the Tier 1 broad review:
- Flood Insurance [Flood Disaster Protection Act of 1973 and National Flood Insurance Reform Act of 1994 [42 USC 4001-4128 and 42 USC 5154a]]: Each identified site will be mapped on the National Flood Hazard Layer website (https://www.fema.gov/flood-maps/national-flood-hazard-layer) to determine if it is located in a floodplain. Appropriate mitigation measures will be taken as needed.
- Contamination and Toxic Substances [24 CFR 50.3(i) & 58.5(i)(2)] (HUD Standard): Each identified site will be mapped on the EPA's NEPAssist website (https://nepassisttool.epa.gov/nepassist/nepamap.aspx) to determine potential contamination and toxic substances issues. Appropriate mitigation measures will be taken as needed.
- Floodplain Management [Executive Order 11988, particularly section 2(a); 24 CFR Part 55]: Each identified site will be mapped on the National Flood Hazard Layer website (https://www.fema.gov/flood-maps/national-flood-hazard-layer) to determine if it is located in a floodplain. Appropriate mitigation measures will be taken as needed, or the applicant will be asked to not invest HUD funds in that location.
- Historic Preservation [National Historic Preservation Act of 1966, particularly sections 106 & 110; 36 CFR Part 800]: Each identified site will be reviewed per HOST's Programmatic Agreement with the Colorado State Historic Preservation Office (SHPO) to see if the project needs to be submitted for consultation per Section 106 of the National Historic Preservation Act (NHPA). If so, then consultation will commence as needed.
- Noise Abatement and Control [Noise Control Act of 1972, as amended by the Quiet Communities Act of 1978; 24 CFR Part 51 Subpart B]: Each site will be reviewed to determine if the project is noise exposed. As outlined in guidance provided by a HUD Memo entitled "Model HUD Noise Policy for Single-Family Rehabilitation Programs" and HUD Notice CPD-16-02, most work under this program should qualify for "minor, isolated, or individual repairs." Any project involving moderate or major rehabilitation will require a noise assessment per the referenced memo.
- Wetlands Protection [Executive Order 11990, particularly sections 2 & 5]: Each identified site will be reviewed per the USFWS Wetlands Mapper website (https://www.fws.gov/program/national-wetlands-inventory/wetlands-mapper) to see if the project is located in a wetland or related area. Appropriate mitigation measures will be taken as needed.
Estimated Project Cost: Estimated project costs are expected to be approximately $2,400,000.00; Federal assistance consists of CPF funds in the amount of approximately $2,000,000.00.
The activity/activities proposed are categorically excluded under HUD regulations at 24 CFR Part 58 from National Environmental Policy Act (NEPA) requirements per 24 CFR Part 58.35(a)(3)(i) & 24 CFR Part 58.35(a)(3)(ii). Habitat for Humanity currently owns the lot which will be developed within current zoning. New sidewalks will be developed to create a safe, walkable pedestrian passage, benefiting homeowners, neighborhood residents, and other pedestrians who visit this community. The infrastructure will also include alley improvements, storm drainage, a new bus stop, and electrical extensions. Total HUD funding for this project is $750,000.00 in CPF funds, with a total estimated project cost of $7,800,000.00.

On or after 5 November 2025 the Denver Department of Housing Stability (HOST) will submit a request to the US Department of Housing and Urban Development (HUD) for the release of Community Development Block Grants (CDBG) funds under Title I of the Housing and Community Development Act of 1974 (42 U.S.C. 5301 et seq.), as amended, to undertake the following project:
Tier 1 Broad Review Project/Program Title: Brothers Redevelopment Renter/Homeowner Access Modification (RHAMP) Program
Purpose: The intent of this activity is to provide eligible households (renters and homeowners) with accessibility improvements to their renter/owner-occupied housing (primary residence) in the City and County of Denver. The household income of eligible applicants cannot exceed 80% of the Area Median Income (AMI) as defined annually by HUD. Eligible households must have a person with a disability who meets the Americans with Disabilities Act (ADA) definition of a disability. Eligible renter households must have a 12-month lease with their landlords to participate in RHAMP. RHAMP is designed to make grants up to $15,000 available to qualified households. If the amount of the rehab exceeds the $15,000 maximum, a written waiver must be provided to the assigned HOST Program Officer to approve prior to the commencement of construction.
Eligible accessibility modifications could include, but are not limited to:
• Lead-based paint mitigation or abatement in properties built before January 1, 1978
• Retrofitted bathrooms and kitchens
• Hazardous sidewalk and driveway surfaces
• Hazardous floor coverings that cause severe tripping hazards
• Installation of roll-in bathtubs or showers including grab bars
• Installation of stair lifts, handrails, ramps, and other accessibility improvements
Location: Projects funded by this program will be scattered throughout the City and County of Denver and will not be tied to specific neighborhoods. Specific addresses will be assessed in the site-specific, or Tier 2, reviews.
Project/Program Description: The purpose of this project is to assist homeowners at or below 80% of the Area Median Income (AMI), with home repairs or accessibility improvements that will allow them to stay safe in their existing homes and keep the residence habitable for the long-term. Tier 2 site specific reviews will be completed for those laws and authorities not addressed in the Tier 1 broad review for each address under this program when addresses become known.
Level of Environmental Review Citation: These programs are Categorically Excluded per HUD regulations at 24 CFR Part 58.35(a)(2): Special projects directed to the removal of material and architectural barriers that restrict the mobility of and accessibility to elderly and handicapped persons, and/or 24 CFR Part 58.35(a)(3)(i): Rehabilitation of buildings and improvements of a building for residential use (with one to four units), where the density is not increased beyond four units, and the land use is not changed.
Tier 2 Site Specific Review: The site-specific reviews will cover the following laws and authorities not addressed in the Tier 1 broad review: Flood Disaster Protection Act of 1973 and National Flood Insurance Reform Act of 1994 [42 USC 4001-4128 and 42 USC 5154a], HUD Contamination and Toxic Substances Standards at 24 CFR 50.3(i) & 58.5(i)(2), Floodplain Management per Executive Order 11988 [particularly section 2(a)] and 24 CFR Part 55, National Historic Preservation Act of 1966 (particularly sections 106 & 110) and 36 CFR Part 800, and Wetlands Projection per Executive Order 11990, particularly sections 2 & 5.

HUD Contamination and Toxic Substances Standards at 24 CFR 50.3(i) & 58.5(i)(2): To determine compliance with Contamination and Toxic Substances requirements, a NEPAssist Report will be obtained from https://nepassisttool.epa.gov/nepassist/nepamap.aspx to determine whether the project location is in an area that might have contamination or toxic substance issues. Further studies, such as a Phase I Environmental Site Assessment (ESA) or other study might be needed depending on the location of the project site.

REQUEST FOR RELEASE OF FUNDS
On or about 1 October 2025 the Department of Housing Stability (HOST) will submit a request to the US Department of Housing and Urban Development (HUD) for the release of HOME funds under Title II of the Cranston-Gonzalez National Affordable Housing Act (42 U.S.C. 12721 et seq.)., as amended, and Neighborhood Stabilization Program 2 funds under Title III of the Housing and Economic Recovery Act of 2008, as amended, to undertake a project known as Northeast Denver Housing Center (NDHC)1600 Pearl Street Apartments located at 1616, 1630, and 1642 Pearl Street, Denver. Colorado, for the purpose of rehabilitation of an existing 20-unit residential building which will include improvements to apartment unit finishes and energy efficiency features identified through a Capital Needs Assessment (CNA) completed for the building, as well as the construction of a new 10-story, 138-unit apartment building, bringing the total project to 158 units. Of the 158 units, 91 will serve 30% to 60% AMI populations, with 40 of these 91 units reserved for 30% AMI populations. The remaining 67 units will serve workforce/middle-income populations (80% to 120% AMI) with 15 of the 67 units reserved for market rate populations (120% AMI). Total HUD funding for this project is $4,522,862 (HOME funds in the amount of $2,320,960 and NSP2 funds $ 2,201,902), with a total estimated project cost of $57,982,224.
FINDING OF NO SIGNIFICANT IMPACT
HOST has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. The buildings have been well maintained, and the immediate rehabilitation budget is only $500,000, to cover energy efficient lighting upgrades, flooring and entry enhancements in the lobby, and sealing up old fireplaces to help decrease energy costs. Buildings will be 100% deed restricted to 60% AMI. Rents and household incomes will eventually increase to the 60%AMI limit through natural vacancies; no tenants will be displaced for being either over-income or paying rents below the maximum allowable for a 60% AMI unit. Total estimated HUD funding is $7.5 million (CDBG in the amount of $2.5 million and HOME in the amount of $5 million); the total estimated project cost is $39,269,000.

REQUEST FOR RELEASE OF FUNDS
On or about 4 April 2025, the Department of Housing Stability (HOST) will submit a request to the US Department of Housing and Urban Development (HUD) for the release of Community Development Block Grants (CDBG) funds under Title I of the Housing and Community Development Act of 1974 (42 U.S.C. 5301 et seq.), as amended, to undertake a project known as 4965 Washington Redevelopment Project for the purpose of developing a 170-unit affordable housing development located at 4965 Washington Street in the heart of the Globeville neighborhood of Denver, Colorado. The project is intended to address critical housing needs while fostering community revitalization and environmental justice. This ambitious development is led by a collaborative team consisting of Evergreen Real Estate Group, Rocky Mountain Communities (RMC), and the Globeville, Elyria-Swansea Coalition, Inc. (GESC). Each partner brings unique expertise: Evergreen is an experienced LIHTC developer, owner, and manager with a proven track record of impactful projects, including library-housing mixed-use developments; RMC, a nonprofit with over 30 years of experience, specializes in affordable housing management and development; and GESC, a trusted community advocate, ensures deep local engagement and alignment with neighborhood needs. ERR PREPARER'S NOTE: The $5,997,770.19 in CDBG money attached to this project was originally used by the City and County of Denver (the City) to purchase one of the parcels being utilized in this project. Since these development plans were not factored into the CEST conducted at that time (2019), a re-evaluation of the original review was conducted per 24 CFR 58.47(a)(1) and an EA then conducted per 24 CFR 58.47(b)(2) due to the change in scope from acquisition to new construction. No new HUD funds are being attached to this project. Total HUD funding for this project is $5,997,770.19, with a total estimated project cost of $123,131,808.
FINDING OF NO SIGNIFICANT IMPACT
HOST has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR). Due to staff working remotely, the ERR will be made available to the public for review electronically via email. ENVIRONMENTAL CERTIFICATION
HOST certifies to HUD that Mayor Mike Johnston in his capacity as Certifying Officer consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows HOST to use Program funds.
OBJECTIONS TO RELEASE OF FUNDS
HUD will accept objections to its release of fund and HOST’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of HOST; (b) HOST has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Tier 1 Broad Review Project/Program Title: Denver Urban Renewal Authority (DURA) Housing Rehabilitation Programs
Purpose: This project provides the Denver Urban Renewal Authority (DURA) with CDBG funds for two housing rehabilitation programs:
The Emergency Home Repair (EHR) Program provides no-interest deferred loans up to $10,000 to homeowners at or below 80% of the Area Median Income to address emergency home repairs. These repairs include plumbing, electrical, heating, roof, sewer, and other systems that may pose an immediate danger to the health and safety of the household.
The Rental/Homeowner Access & Modification Program (RHAMP) provides households at or below 50% of the Area Median Income with grants up to $10,000 to address applicants' accessibility modifications and repairs. Improvements may include installation of roll-in bathtubs or showers, grab bars, stair lifts, handrails, ramps, and other accessibility improvements.
All projects in these programs involve existing residences in urbanized areas that have already been disturbed by previous development and rights of way. Any project not meeting that criteria will need a full and independent review separate from this tiered review.
Location: Projects funded by this program will be scattered throughout the City and County of Denver and will not be tied to specific neighborhoods. Specific addresses will be assessed in the site-specific, or Tier 2, reviews.
Project/Program Description: The purpose of this project is to assist homeowners at or below 80% of the Area Median Income (AMI) or 50% of the AMI, depending on the specific program (EHR or RHAMP), with home repairs or acceptability improvements that will allow them to stay safe in their existing homes and keep the residence habitable for the long-term. Tier 2 site specific reviews will be completed for those laws and authorities not addressed in the Tier 1 broad review for each address under this program when addresses become known.
Level of Environmental Review Citation: These programs are Categorically Excluded per HUD regulations at 24 CFR Part 58.35(a)(2): Special projects directed to the removal of material and architectural barriers that restrict the mobility of and accessibility to elderly and handicapped persons, and/or 24 CFR Part 58.35(a)(3)(i): Rehabilitation of buildings and improvements of a building for residential use (with one to four units), where the density is not increased beyond four units, and the land use is not changed.
Tier 2 Site Specific Review: The site-specific reviews will cover the following laws and authorities not addressed in the Tier 1 broad review: Flood Disaster Protection Act of 1973 and National Flood Insurance Reform Act of 1994 [42 USC 4001-4128 and 42 USC 5154a], HUD Contamination and Toxic Substances Standards at 24 CFR 50.3(i) & 58.5(i)(2), Floodplain Management per Executive Order 11988 [particularly section 2(a)] and 24 CFR Part 55, National Historic Preservation Act of 1966 (particularly sections 106 & 110) and 36 CFR Part 800, and Wetlands Projection per Executive Order 11990, particularly sections 2 & 5.
Mitigation Measures/Conditions/Permits (if any):
Flood Insurance (Flood Disaster Protection Act of 1973 and National Flood Insurance Reform Act of 1994 [42 USC 4001-4128 and 42 USC 5154a]): To determine compliance with Flood Insurance requirements, a National Flood Hazard Layer map will be obtained from https://www.fema.gov/flood-maps/national-flood-hazard-layer to determine whether the project location is in a floodplain and what sort of mitigation, if any, is needed. Mitigation will be determined on a case-by-case basis as each project site and scope of work is unique.
HUD Contamination and Toxic Substances Standards at 24 CFR 50.3(i) & 58.5(i)(2): To determine compliance with Contamination and Toxic Substances requirements, a NEPAssist Report will be obtained from https://nepassisttool.epa.gov/nepassist/nepamap.aspx to determine whether the project location is in an area that might have contamination or toxic substance issues. Further studies, such as a Phase I Environmental Site Assessment (ESA) or other study might be needed depending on the location of the project site.
Floodplain Management per Executive Order 11988 [particularly section 2(a)] and 24 CFR Part 55: To determine compliance with Floodplain management requirements, a National Flood Hazard Layer map will be obtained from https://www.fema.gov/flood-maps/national-flood-hazard-layer to determine whether the project location is in a floodplain and what sort of mitigation, if any, is needed. Mitigation will be determined on a case-by-case basis as each project site and scope of work is unique.
National Historic Preservation Act of 1966 (particularly sections 106 & 110) and 36 CFR Part 800: To determine compliance with Historic Preservation requirements, a property record will be obtained from https://www.denvergov.org/property to determine the age of the structure. This and the project description will then be compared with the City's PA with the Colorado SHPO to see if the project is exempted from SHPO review by the terms of the PA. If not, then consultation with the SHPO will be initiated per Section 106.
Wetlands Projection per Executive Order 11990, particularly sections 2 & 5: To determine compliance with Wetlands Projection requirements, a wetlands map will be obtained from https://www.fws.gov/program/national-wetlands-inventory/wetlands-mapper to determine whether the project location is in or near a designated wetland and what sort of mitigation, if any, is required. Mitigation will be determined on a case-by-case basis as each project site and scope of work is unique.
Estimated Project Cost: HUD funding for this project is all Community Development Block Grant (CDBG) funds in the amount of $75,000.00 for the EHR program and $230,000.00 for the RHAMP program, for a total of $305,000.00. The estimated project cost for both programs is $305,000.00.
The activity/activities proposed are categorically excluded under HUD regulations at 24 CFR Part 58 from National Environmental Policy Act (NEPA) requirements per at 24 CFR Part 58.35(a)(2) and 24 CFR Part 58.35(a)(3)(i). On or about November 6, 2024 the Department of Housing Stability (HOST) will submit a request to the US Department of Housing and Urban Development (HUD) for the release of Community Project Funding (CPF) Grants funds under the Consolidated Appropriations Act of 2022, (P.L. 117-103), as amended, to undertake a project known as Colorado Coalition for the Homeless (CCH) Park Avenue West Redevelopment for the purpose of developing two adjoining commercial parcels (3500 Park Ave, schedule # 02273-00-094-000 and 3600 Park Ave, schedule # 02273-00-082-000) consisting of about 2.4 acres of land. In phase one of the proposed project, a 61,549 gross square foot, 3 and 4 story L shaped building will be constructed slab on grade with 60 apartments, amenity and staff office space, outdoor courtyard, and twenty-five parking spaces. The remaining portion of the proposed project property will be seeded and await future phases of development. Estimated project costs are expected to be approximately $60,000,000; Federal assistance consists of CPF Grant funds in the amount of approximately $4,116,279.

Early Notice and Public Review of a Proposed Activity in a Federal Flood Risk Management Standard Designated Floodplain (Oct 2024)

This is to give notice that the City and County of Denver, Department of Housing Stability (HOST) has determined that the following proposed action under U.S. Department of Housing and Urban Development (HUD) Fiscal Year 2024 Economic Development Initiative (EDI) - Community Project Funding (CPF) grant (Grant # B-24-CP-CO-0430) is located in the Federal Flood Risk Management Standard (FFRMS) floodplain, and HOST will be identifying and evaluating practicable alternatives to locating the action within the floodplain and the potential impacts on the floodplain from the proposed action, as required by Executive Order 11988, as amended by Executive Order 13690 and/or Executive Order 11990, in accordance with HUD regulations at 24 CFR 55.20 in Subpart C Procedures for Making Determinations on Floodplain Management and Protection of Wetlands. The proposed project location is 3500 & 3600 Park Avenue West in the City and County of Denver. The extent of the FFRMS floodplain was determined using a 0.2 percent flood approach. The Colorado Coalition for the Homeless (CCH) proposes developing two adjoining commercial parcels consisting of about 2.4 acres of land; approximately 1.8 acres of which is in the floodplain. There are three primary purposes for this notice. First, people who may be affected by activities in floodplain and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Commenters are encouraged to offer alternative sites outside of the floodplain, alternative methods to serve the same project purpose, and methods to minimize and mitigate project impacts on the [floodplain/wetland]. Second, an adequate public notice program can be an important public educational tool. The dissemination of information and request for public comment about floodplain can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplain, it must inform those who may be put at greater or continued risk.
