The Denver Property Tax Relief Program provides a partial refund of property taxes paid, or the equivalent in rent, to qualifying Denver residents. If you are eligible, you will receive a payment of at least $372, with an average refund of $1,000. You will receive your refund in the form or electronic payment or a check sent by mail. 

  • Qualifying Denver residents can apply to receive a refund on their 2024 property taxes anytime between May 1, 2025 and April 30, 2026. This program is retroactive to the previous tax year.

Beginning May 1, the Denver Property Tax Relief Program will be managed by the Department of Housing Stability (HOST) instead of Denver Human Services. Additionally, we’ve made it easier than ever to apply with a new, fully online application process. Applications will be processed in the order they are received. Rebates will be paid to eligible households until April 30, 2026 or until program funds are spent, whichever occurs first.

Do I Qualify?

Homeowners:

  • Demonstrate that they own/owned their home during the entire previous calendar year, that their home is located within the City and County of Denver, their previous year’s property taxes were paid in full; and
  • Had an annual household income equal to or less than sixty percent (60%) of the Denver Area Median Income (AMI) in the 2024 calendar year ($62,640 for a 2-person household); and meet at least one of the following requirements:
    • Homeowner was 65 years of age or older during the entire previous calendar year 
    • Homeowner had a disability during the entire previous calendar year (for this program, a person is disabled if they were unable to engage in any substantial gainful activity by reason of any physical or mental impairment, determined within a reasonable degree of medical certainty, and who receives a public benefit payment from the Social Security Administration, the State of Colorado, or Denver Human Services (DHS).
    • Homeowner resided with a dependent minor child in an eligible dwelling unit during the entire previous calendar year 

Renters:

  • Demonstrate that they lived in the unit for which assistance is being requested during the entire previous calendar, that the unit is located within the City and County of Denver, that their rent was paid in full during the entire previous calendar year; and
  • In the 2024, had an annual household income equal to or less than:
    • Twenty-five percent (25%) of the Denver Area Median Income (AMI) for single-person households ($22,820 annually)
    • Thirty percent (30%) of the Denver Area Median Income (AMI) for two-person households ($31,300)
  • Meets at least one of the following requirements:
    • Renter was 65 years of age or older during the entire previous calendar year; or
    • Renter had a disability during the entire previous calendar year (for this program, a person is disabled if they were unable to engage in any substantial gainful activity by reason of any physical or mental impairment, determined within a reasonable degree of medical certainty, and who receives a public benefit payment from the Social Security Administration, the State of Colorado, or Denver Human Services (DHS).

What Documents Do I Need?

Applicants must provide at least one document for each category below. Any information and/or documentation that is required to determine eligibility that cannot be located within the department’s permissible resources will be requested from the applicant during the review process.

  1. Proof of income (for each person 18 years of age and older) can include, but is not limited to:
    1. Employment Wages / Paystubs
    2. Spousal maintenance/alimony
    3. Income from Rental payments
    4. Old Age Pension (OAP)
    5. Aid to the Needy Disabled (AND)
    6. Pension or annuity benefits
    7. Veteran benefits
    8. Taxable and nontaxable interest
    9. Dividends
    10. Worker’s compensation payments
    11. Bank Statements
    12. Tax returns (most recent filing)
  2. Evidence of ownership (homeowners only) can include, but is not limited to:
    1. Denver property record
    2. Deed of trust
    3. Property tax receipt or bill
    4. Other documents including mortgage statements, proof of homeowner’s insurance, or Ownership Name and Encumbrance (ONE) Report
  3. Evidence of property taxes paid can include, but is not limited to:
    1. Documentation from Denver Property Taxation and Assessment System
    2. Property Tax Payment Receipt
    3. Documentation demonstrating debit or other financial transaction as proof of payment
  4. Evidence of rent paid (renters only) can include, but is not limited to:
    1. Rental statement of ledger from landlord or property owner
    2. Attestation from landlord or property owner
  5. Photo Identification (primary applicant only)
    1. Valid driver’s license or photo identification card issued from any U.S. State or Territory; or
    2. U.S. military or military dependent identification card; or
    3. U.S. Coast Guard Merchant Mariner card; or
    4. Native American Tribal Document; or
    5. Document issued by any instrumentality of government (U.S. or foreign); or
    6. Document issued by an educational institution (U.S. or foreign); or
    7. Other Photo ID that includes photo and name
  6. Evidence of a spouse/partner death in the previous calendar year may require a copy of a death certificate

How Can I Appeal if My Application is Denied?

All eligibility determinations, awards, and payments will be communicated to applicants by the reviewing Agency through the online application platform, Submittable.

  • Any relevant documentation to support your request
  • Your preferred contact information
  • Your address
  • The reason(s) for denial
  • Why you believe that this determination was made in error, and
  • Any additional information and/or relevant documentation to support your request

Applicants must submit an appeal by email of physical mail directly to the program within 21 calendar days of their application’s eligibility determination. If an applicant fails to file an appeal within the time allotted, said inaction will be deemed as an acceptance of the program’s eligibility determination.

The Program will review and address the appeal request within 30 calendar days of receipt. Applicants will be notified of the Program’s determination, including a brief statement of the reasons for the final decision. The program has the discretion to accept or reject new documentation based upon its relevance to the circumstances of the appeal. Appeals may be denied or approved in whole or in part after a thorough review of the circumstances, the information already included in an Applicant’s file, and relevant new documentation submitted.

How can I submit documents that are missing from my application?

If you cannot upload documents to your online application, please work with the non-profit agency assigned to review your application to submit any missing documentation. If needed, you can also submit documents to HOST by:

How long will it take to receive payment if I am approved?
Applications will be processed in the order they are received and once approved, payment will be issued electronically or by paper check depending on applicant preference. Reviewing agencies may require additional application information and/or documentation from you to complete your application. Any delay in submitting required application materials may result in a delayed payment or your application not being funded. Please be mindful of the contact information you provide in your application as reviewing agencies may be trying to contact you for updates to your application.

This program offers rebates for my 2024 property taxes/rent paid. Is that correct?
Yes, this program is retroactive to the previous tax year’s property taxes. Until April 30, 2026 or program funds are spent (whichever occurs first), we are accepting applications for the 2024 tax year.

Who qualifies? What documentation do I need to apply?
The Denver Property Tax Relief Program is open to qualifying Denver renters and homeowners whose primary residence is in the City and County of Denver. Please refer to our eligibility and documentation sections above for more information.

What are the income limits if I am a homeowner?
Denver homeowners with disabilities, who are 65 years old or older, OR have at least one dependent child living with them must have an annual household income equal to or less than sixty percent (60%) of the Denver Area Median Income (AMI) for the 2024 calendar year:

What are the income limits if I am a renter?
Denver renters with disabilities or who are 65 years old or older that apply as a single applicant may earn up to or less than twenty-five percent (25%) of the Denver Area Median Income (AMI) . This means that a single applicant must earn equal to or less than $22,820 in 2024.

If you are applying with your partner, spouse, or roomate, you combined income can be up to or less than thirty percent (30%) of the Denver Area Median Income (AMI) for two people. This means that a two-person household can earn equal to or less than $31,300 in 2024.

What is considered income?
Proof of income can include but is not limited to:

  • Employment wages (Pay stubs, bank statements, most recent tax return filing, W2)
  • Self-employment wages (Profit & Loss Statement, 1099)
  • Spousal maintenance/alimony
  • Rental income payments
  • Old Age Pension (OAP)
  • Aid to the Needy Disabled (AND)
  • Pension or Annuity benefits
  • Veteran benefits
  • Taxable and nontaxable interest
  • Dividends from savings or investments
  • Worker's compensation payments

The following income sources are excluded from an applicant's total household income:

  • Gifts
  • Prior year Elderly and Disabled Refund program benefits

What is the definition of a “disabled person?"
For this program, a person is disabled if they were unable to engage in any substantial gainful activity by reason of any physical or mental impairment, determined within a reasonable degree of medical certainty, and who receives a public benefit payment from the Social Security Administration, the State of Colorado, or Denver Human Services (DHS).
