The Denver Property Tax Relief Program provides a partial refund of property taxes paid, or the equivalent in rent, to qualifying Denver residents. Eligible renters and homeowners may receive up to $1,000 or $1,800 respectively, depending on how much you paid in rent/property taxes last year and your household’s annual income.

This program is retroactive to the previous tax year – for example, Denver residents can apply for a refund on their 2025 property taxes/rent between May 1, 2026 and April 30, 2027. If you received a rebate for the 2024 property tax year, you will still need to file a new application, but most documentation is transferrable to your 2025 rebate application.

Applications for 2025 rebates are accepted until April 30, 2027, processed in the order they are received, and paid to eligible households until available funds are spent. Applications are reviewed and, if approved, paid by two service providers on behalf of the City and County of Denver: Brothers Redevelopment, Inc. (BRI) and The Community Firm dba Community Economic Defense Project (CEDP).

For assistance completing an application, please visit The Community Economic Defense Project (CEDP) at 1600 N. Downing Street, 5th Floor, Denver, CO, 80218

Friday, May 1st & Monday, May 4th-Friday, May 8th

9 a.m. to 12 p.m, & 1 p.m. to 4 p.m.

Advocates will assist walk-ins in the order of arrival.

Please bring the documents needed to complete your application (photo ID and disability verification will not be required if you already provided this for your 2024 rebate application):

  • Photo ID
  • Documentation of 2025 household income
  • 2025 Verification of disability (if applicable)
  • Evidence of ownership and 2025 property taxes paid (homeowners)
    • If this is not available, program staff can typically use the information found on your property record.
  • Evidence of 2025 rent paid (for renters)
  • Evidence that you are the surviving spouse of the homeowner (if applicable)

Addtional Program Eligibility Information

Homeowners:

  • Demonstrate that they own/owned their home during the entire previous calendar year, that their home is located within the City and County of Denver, their previous year’s property taxes were paid in full; and
  • Had an annual household income equal to or less than eighty percent (80%)of the Denver Area Median Income (AMI) in the 2025 calendar year ($72,950 for a 1-person household, $83,400 for a 2-person household); and meet at least one of the following requirements:
    • Homeowner was 62 years of age or older during the entire previous calendar year 
    • Homeowner had a disability during the entire previous calendar year (for this program, a person is disabled if they were unable to engage in any substantial gainful activity by reason of any physical or mental impairment, determined within a reasonable degree of medical certainty, and who receives a public benefit payment from the Social Security Administration, the State of Colorado, or Denver Human Services (DHS).
    • Homeowner resided with a dependent minor child in an eligible dwelling unit during the entire previous calendar year
    • Homeowner is a surviving spouse, defined as a person whose spouse has died, who has not remarried, and is the sole adult resident of an eligible dwelling unit.  

Renters:

  • Demonstrate that they lived in the unit for which assistance is requested during the entire previous calendar, that the unit is located within the City and County of Denver, that their rent was paid in full during the entire previous calendar year; and
  • Had an annual household income equal to or less than thirty percent (30%)of the Denver Area Median Income (AMI) in the 2025 calendar year ($29,450 for a 1-person household, $33,650 for a 2-person household); and meet at least one of the following requirements:
  • Meets at least one of the following requirements:
    • Renter was 62 years of age or older during the entire previous calendar year; or
    • Renter had a disability during the entire previous calendar year (for this program, a person is disabled if they were unable to engage in any substantial gainful activity by reason of any physical or mental impairment, determined within a reasonable degree of medical certainty, and who receives a public benefit payment from the Social Security Administration, the State of Colorado, or Denver Human Services (DHS).

 

What Documents Do I Need?

Applicants must provide at least one document for each category below. Any information and/or documentation that is required to determine eligibility that cannot be located within the department’s permissible resources will be requested from the applicant during the review process.

  1. Proof of income (for each person 18 years of age and older) can include, but is not limited to:
    1. Employment Wages (Paystubs, bank statements, most recent tax return filing, Profit & Loss Statement, 1099, or W2)
    2. Spousal maintenance/alimony
    3. Income from Rental payments
    4. Income from public benefits
    5. Pension or annuity benefits
    6. Veteran benefits
    7. Taxable and nontaxable interest
    8. Dividends from savings
    9. Worker’s compensation payments
    10. Unemployment compensation payments
  2. Evidence of ownership (homeowners only) can include, but is not limited to:
    1. Denver property record
    2. Deed of trust
    3. Property tax receipt or bill
    4. Other documents including mortgage statements, proof of homeowner’s insurance, or Ownership Name and Encumbrance (ONE) Report
  3. Evidence of property taxes paid can include, but is not limited to:
    1. Documentation from Denver Property Taxation and Assessment System
    2. Property Tax Payment Receipt
    3. Documentation demonstrating debit or other financial transactions as proof of payment
  4. Evidence of rent paid (renters only) can include, but is not limited to:
    1. Rental statement or ledger from landlord or property owner demonstrating the amount tenant paid in rent last year and that they do not have any balance owed
    2. Attestation from landlord or property owner
  5. Photo Identification (primary applicant only)
    1. Valid driver’s license or photo identification card issued from any U.S. State or Territory; or
    2. U.S. military or military dependent identification card; or
    3. U.S. Coast Guard Merchant Mariner card; or
    4. Native American Tribal Document; or
    5. Document issued by any instrumentality of government (U.S. or foreign); or
    6. Document issued by an educational institution (U.S. or foreign); or
    7. Other Photo ID that includes photo and name
  6. Evidence of a spouse/partner death may require a copy of a death certificate

 

How Can I Appeal if My Application is Denied?

All eligibility determinations, awards, and payments will be communicated to applicants by the reviewing Agency through the online application platform, Submittable.

  • Any relevant documentation to support your request
  • Your preferred contact information

  • The reason(s) for denial
  • Why you believe that this determination was made in error, and
  • Any additional information and/or relevant documentation to support your request

Applicants must submit an appeal by email of physical mail directly to the program within 21 calendar days of their application’s eligibility determination. If an applicant fails to file an appeal within the time allotted, said inaction will be deemed as an acceptance of the program’s eligibility determination.

The Program will review and address the appeal request within 30 calendar days of receipt. Applicants will be notified of the Program’s determination, including a brief statement of the reasons for the final decision. The program has the discretion to accept or reject new documentation based upon its relevance to the circumstances of the appeal. Appeals may be denied or approved in whole or in part after a thorough review of the circumstances, the information already included in an Applicant’s file, and relevant new documentation submitted.

How long will it take to receive payment if I am approved?
Applications will be processed in the order they are received and once approved, payment will be issued electronically or by paper check depending on applicant preference. Reviewing agencies may require additional application information and/or documentation from you to complete your application. Any delay in submitting required application materials may result in a delayed payment or your application not being funded. Please be mindful of the contact information you provide in your application as reviewing agencies may be trying to contact you by phone and e-mail with updates regarding your application. If approved, payments will be distributed by one of our reviewing agencies: Brothers Redevelopment, Inc. (BRI) or the Community Economic Defense Project (CEDP) dba The Community Firm.

This program offers rebates for my previous calendar year’s property taxes/rent paid. Is that correct?
Yes, this program is retroactive to the previous tax year’s property taxes. Until April 30, 2027 or program funds are spent (whichever occurs first), we are accepting applications for the 2025 tax year.

Who qualifies? What documentation do I need to apply?
The Denver Property Tax Relief Program is open to qualifying Denver renters and homeowners whose primary residence is in the City and County of Denver. Please refer to either our eligibility and documentation sections above or the posted Program Rules for more information.

What is the definition of a “disabled person?"
For this program, a person is disabled if they were unable to engage in any substantial gainful activity by reason of any physical or mental impairment, determined within a reasonable degree of medical certainty, and who receives a public benefit payment from the Social Security Administration, the State of Colorado, or Denver Human Services (DHS).

What is the definition of a surviving spouse?

For this program, a surviving spouse is defined as a person whose spouse has died, who has not remarried, and is the sole adult resident of an eligible dwelling unit.
