16th Street Mall Project

The City of Denver and the Downtown Denver Partnership have developed a variety of tactics to help remove some common roadblocks that businesses face during large construction projects.

Getting Started

Determining if your business is ready for project activity:  Complete a self-assessment. Start by completing this self-assessment. Your responses will help you think through how your business may be impacted and what you may or may not need to do to prepare

A toolkit to help you navigate the construction period: We have developed a toolkit (in English and Spanish) that is the businesses’ ‘go-to’ for resources and information during this project.

Business Grants

We will offer two grants to eligible businesses during the 16th Street Mall project. 

Eligibility

Minimum threshold eligibility criteria:

  • Operating on the 16th Street Mall between Market and Broadway (including upper and lower levels) within the Active Construction Zone.
  • Operating in one of the following eligible industries:
    • Retail (NAICS 44-45)
    • Restaurant (NAICS 71-72)
    • Hospitality (NAICS 71-72)
    • Personal services (salons, shoe repair, etc.) (NAICS 81)
  • Registered with the Colorado Secretary of State's Office
  • In good standing with local, state and federal taxing and licensing authorities

Mitigation Grant

Eligibility for the mitigation grant is limited to businesses meeting the general criteria and the following:

  • Earned less than $5 million in annual gross revenue at the end of the previous tax year.

This is an early-stage grant of $2,000 to help businesses prepare for the project and potential revenue losses.

  • Apply early to support your pre-planning efforts; grants will be available after construction has started
  • Application timelines for eligible businesses:
    • First chance to apply: 90 days prior to anticipated start date of block construction 
    • Last chance to apply: 180 days after start date of block construction

Stabilization Grant

Eligibility for the stabilization grant is limited to businesses meeting the general criteria as well as the following criteria:

  • Greater than $30,000 and less than $5 million in annual gross revenue at the end of the previous tax year
  • Able to provide financial documentation demonstrating revenue impact of 10% or greater resulting from construction impacts.

This is a later-stage grant of $7,500 or $15,000 to offset demonstrated revenue losses due to project impacts.

  • $7,500 grants for businesses with annual gross revenue equal to or less than $100,000
  • $15,000 grants for businesses with annual gross revenue equal to or greater than $100,001
  • Application timelines for eligible businesses:
    • First chance to apply: 45 days after start date of block construction
    • Last chance to apply: 45 days after end date of block construction
