South Broadway & I-25 Improvement Projects

Project Background

The City and County of Denver's is redesigning the interchange of I-25 and Broadway. The improvements aim to create a safe and efficient area for all transportation modes ̶ pedestrian, bicycle, transit, and automobile.

The redesign of the ramps to I-25 is intended to help ease congestion on Broadway and Lincoln, reduce the potential for crashes, enhance bicycle and pedestrian connectivity in the area, and improve access to and from RTD’s Broadway Station.

The improvements will also help accommodate economic development of the Gates District and Broadway Park redevelopment. This project will expand on previous improvements that have been implemented by Denver and CDOT.

Current Phases

DESIGN - Phase II: Broadway & I-25 Interchange

Phase II:

Phase II replaces the southbound on-ramp to I-25 from Broadway and finalizes the extension of Bannock Street. This phase focuses on the multimodal connection improvements on Broadway, Lincoln, Ohio, and Kentucky. This phase also includes the reconstruction and installation of new traffic signals on Ohio Avenue between Lincoln and Broadway into RTD’s Broadway Station.

Project Updates and Schedule:

The project is being implemented through a CM/GC delivery method.  Design activities associated with the two construction packages will be complete by mid 2023.  Construction is anticipated to begin in the spring of 2023.  The initial focus of the construction will be Bannock Street and the new southbound I-25 on-ramp from Broadway.  Construction of the project is anticipated to be complete by the end of 2025.

CONSTRUCTION COMPLETED - Phase I: Exposition Ave & Broadway

Phase I:

Phase I reconstructs Exposition Avenue from Lincoln to Bannock Street. This construction phase expands Exposition west of Broadway to future align with the Bannock Street extension and installs new traffic signals on Exposition at Broadway and Lincoln.

This phase also minimally widens and reconstructs Broadway for half a block south of Exposition to provide wider sidewalks and streetscape.

South Broadway Reconstruction Project Wraps Up

Denver's Department of Transportation and Infrastructure has reconstructed a stretch of South Broadway from Kentucky to Arizona and a section of Mississippi Avenue between the Consolidated Main Line (CML) Railway and Sherman Street. The project began in March 2016 with the goal of improving overall mobility for people on bikes, on foot and in vehicles.

Engineering Design

Right of Way:

The City and County of Denver's Broadway Arizona to Exposition Project will be constructed in three to four phases. As each phase is funded for construction, the City and County of Denver (City) will follow the Federal Highway Administration (FHWA) guidelines for acquisition of required properties within the project corridor. This guidance provides the City will follow their standard process of completing Right-of-Way plans, then City Council passing an ordinance authorizing property negotiations and acquisitions. Upon ordinance passage the City will contact affected property owners and begin the negotiation discussions, offers will be made after appraisals or value finds are completed. The City reserves the right to utilize imminent domain but will continue to negotiate to meet fair value agreements through the acquisition process.

Final Design Project Scope:

The overall project scope for these two projects will reconstruct South Broadway from Kentucky Avenue to Arizona Avenue and Mississippi Avenue between the Consolidated Main Line Railway (CML) and Lincoln Street. Improvements will include roadway widening; multi-use paths from Arizona to Kentucky along Broadway and from the CML to Sherman along Mississippi; pedestrian and street lighting; landscape and streetscape; and upgraded signalized intersections at Broadway/Tennessee and Broadway/Mississippi.

Planning Efforts

Adopted in April 2016, the I-25 and Broadway Station Area Plan guides the future growth around the station and surrounding neighborhoods. The Plan identified the I-25 Interchange and Broadway Reconstruction as a project that will enhance the multi-modal environment within the S. Broadway corridor.

Project Features

  • Improves access to RTD’s Broadway Station by constructing a new north entrance through Exposition, allowing riders and transit buses to bypass the interchange area.
  • Increases the pedestrian and bicycle access to transit station by building new shared-use paths and rebuilding existing sidewalks.
  • Improves pedestrian and bicycle safety by building new, well-lit facilities with adequate protected space along and across Broadway and Exposition
  • Moves vehicles more efficiently with coordinated traffic signals and new lane configurations on Broadway, Ohio, and Lincoln.
  • New configuration of the southbound I-25 on-ramp minimizes backups on Broadway between Exposition Avenue and Kentucky Avenue
