Stephanie Laing brings more than a decade of public service experience to HRCP, most recently serving as a Captain with the Denver Sheriff Department. Throughout her career, Laing has led large-scale community engagement efforts, recruitment and retention initiatives, and equity-focused reforms, while building trusted relationships with residents, faith leaders, and community organizations.

As President of the Black Sheriffs Protective Association and Community Engagement Chair for the Denver African American Commission, Laing has played a key role in creating spaces for dialogue, reducing barriers to participation, and connecting communities with resources. In her new role, she will lead the HRCP Community Empowerment Division, focused on strengthening relationships with Denver’s Registered Neighborhood Organizations (RNOs) and ensuring community voices help inform city decision-making.
