In June 2020, amidst the racial reckoning that was occurring nationwide and in Denver, Mayor Michael B. Hancock assigned the Advisory Board of the Agency for Human Rights and Community Partnerships (HRCP) the task of reviewing the names of every city asset (city owned properties/parks/buildings/landmarks) and recommending which assets should be considered for renaming, particularly if the assets were associated with racist groups or ideologies. Denver’s two at-large council persons and the State Historical Council (SHC) were added to the renaming commission for this specific task. This group will be referred to as HRCP’s Renaming Commission throughout this document.
The Office of Real Estate and Risk Management provided HRCP with lists of city assets that the city owns and insures. This included all city buildings, parks/open space, and properties (e.g., Cableland, camps). There were 370 city assets that had names. Using criteria developed by HRCP’s Renaming Commission and with the input of the Mayor’s 10 advisory commissions housed within HRCP, approximately 20 assets were identified for further research and discussion for renaming. Of those 20, five parks were recommended to be renamed. These five parks are located in four City Council districts.
Through this formal bid selection process, Human Rights & Community Partnerships (HRCP) and Denver Parks and Recreation (DPR) are seeking proposals from skilled third-parties to plan and facilitate the public engagement process for the City and County of Denver’s Asset Renaming Project.
Specifically, we are looking for the following categories of work:
- Work with HRCP, DPR, and City Council to finalize park renaming process
- Meeting planning and facilitation
- Community outreach and engagement
- Documentation/recordkeeping
- Reporting
SUBMITTAL PROCESS
The City is collaborating with Rocky Mountain E-purchasing System (BidNet®) in the advertisement and facilitation of this Request for Proposals (RFP).
It is a requirement of this bid that interested parties familiarize themselves and register with BidNet®; proposer/contractors who do not register may be considered non-responsive.
Registration with BidNet® is available at NO CHARGE and allows proposers access to view governmental bids posted on BidNet®; they offer an additional notification service option with an associated fee. It is the responsibility of the proposer/contractor to evaluate and select the service option of their choice.
QUESTIONS
Proposers must submit proposals following the instructions contained in this RFP on BidNet. Instructions for the preparation and submission of proposals are contained above in this document. The City shall not be bound by, and the Supplier shall not request or rely on any oral interpretation or clarification of this solicitation.
