Second Judicial District Senate Bill 94

The Colorado Youth Detention Continuum (CYDC), also known as Senate Bill 94, is implemented locally within each of the state’s 22 judicial districts. The Colorado Department of Human Services, Division of Youth Services (DYS) has oversight of CYDC. The Colorado General Assembly appropriates funds for CYDC programming to the DYS. The Statewide Advisory Board is responsible for developing an allocation formula and allocating the funds.

DYS's CYDC office consists of a CYDC Coordinator and program assistant. The Statewide Advisory Board or “working group” is comprised of juvenile justice professionals from across the state who represent all juvenile justice disciplines. The Advisory Board advises DYC on policy issues related to CYDC.

Each local CYDC program has a Juvenile Services Planning Committee (JSPC) and a local coordinator to oversee implementation of local CYDC services. Descriptions of the program structure and roles of CYDC staff, along with the enabling statutes, can be found in the CYDC Reference Manual.

Mission

The mission of the Second Judicial District Youth Detention Continuum Bill (Senate Bill 94)  is to provide funding and support for services to prevent juvenile incarceration and commitment.  Accountability and responsibility are promoted through means of evidence-based intervention, supervision, and treatment. Through such services, families are strengthened and community safety is enhanced.
