Vehicle Dealers and Fleet Managers

Denver Motor Vehicle dealer desk processes dealer and fleet transactions. Walk-in services are only available to dealers 45 days after a date of vehicle purchase. Please see specific instructions below for in-state vehicle dealers, out-of-state-vehicle dealers, runners, and fleet managers. 

Transaction Guidelines

Submit

If you have questions about what to submit, please review the specific instructions below to ensure you have the correct documents. Please turn in your paperwork in one of the following ways: 

  1. Mail in the documents and payment to 2855 Tremont Place Denver, CO 80205
  2. Drop the documents and payment in person to the Dealer Desk Drop Basket: Located at 2855 Tremont Place at the Dealer Desk behind the window for secure paperwork purposes. Note that no other Denver Motor Vehicle locations accept paperwork drops.
  3. Visit the Dealer Desk In Person Service: Located at 2855 Tremont Place, limited to 5 transactions per day per customer 45 days after each vehicle has been purchased.  

Pay

Submit your payment in one of the following ways:

  • Mail: If you mail your submission, you will either need to provide your escrow account number to draw funds from OR send a check for payment for each individual vehicle submission.
  • Drop Off: If you decide to drop your work at the Dealer Desk Drop Basket, please include one of the following:
    1. An escrow account on your MV drop receipt form.
    2. A check for each individual vehicle made out to the "Manager of Finance."

For more information on how to set up an escrow account, email DMV.finance@denvergov.org. You must also submit a W-9 form . Following submission of this form, you may submit a check for deposit into the newly created escrow account.

If paying by check: If you choose to mail a check for your submission, please send a check for each individual vehicle submission made out to the "Manager of Finance." If you submit one check for multiple submissions, this will delay your processing if ANY of the submissions have issues. Please do not mail or drop off a blank check.

If paying by credit card: Please note there is a service fee charged when a credit card is used.

When the Colorado Department of Motor Vehicles (DMV) updates their forms, the older versions can no longer be accepted 90 days after their release date. Please ensure you are submitting the most up to date state forms. 

In-Person

Dealers and Runners: Five transactions per individual per day may be completed in person only 45 days after a sale has been completed if it is for a sold vehicle. These transactions do not include dropping off paperwork for any vehicle.

Fleet managers: Fleet managers may also only complete five transactions per day in person. These transactions do not include dropping off paperwork for any vehicle. 

 

Transaction Instructions

CO Dealers or Fleets

  • A Completed Motor Vehicle Receipt Form(PDF, 566KB)
  • A Completed Sales Tax Receipt Form
  • Government issued identification such as a driver’s license or passport.
  • Proof of Insurance
  • Vehicle Identification Number (VIN)
  • All signatures and printed names of owners IF you are registering a vehicle.
  • Picking Up Paperwork at the Vehicle Dealer and Fleet Desk: AFTER receiving any notification that a runner has paperwork to pick up, they will need to follow the pickup instructions, bring an authorization form provided from the office they are picking up for as well as and their government issued identification (i.e. passport or driver’s license).
  • Payment: Via escrow account number, a check for each vehicle, or a credit card.
  • Beginning July 1, 2025, Denver Motor Vehicle (DMV) collects a flat $40 fee for filings concerning manufactured homes and vehicle liens/mortgages. The filing fee date is the date the lien paperwork is received by DMV.
  • Emissions paperwork: Gas and hybrid vehicles over 7 years, and diesel vehicles over 4 years old must show proof of a passing Colorado vehicle emissions test, even if the inspection report from the previous owner still has time on it. Vehicles under 7 model years old are exempt from emissions requirements. You may have also received a notification that you need an emissions test in the mail.   • IF a new Title is needed, the cost to print is typically $25-$30 after this form has been completed and submitted

Runners

  • Authorization Form
  • A Completed Motor Vehicle Receipt Form(PDF, 566KB)
  • A Completed Sales Tax Receipt Form
  • Government issued identification such as a driver’s license or passport.

Out-of-State Dealers

  • New owner identification (secure and verifiable) or designated power of attorney. Anyone other than a named owner must present a completed and notarized Form DR2175 Power of Attorney and their own identification (secure and verifiable)

  • One of the following types of documents:
    1. Vehicle title in your name; 
    2. An original out-of-state registration no more than six months expired;
    3. A vehicle record history on state letterhead from the previous state of residence 

  • A Completed Sales Tax Receipt Form

  • To receive a Colorado Title, the cost to print is typically $25-$30 after this form has been completed and submitted.

  • Emissions test: Vehicles under 7 years old and new to Denver County must show proof of a passing Colorado vehicle emissions test, even if the inspection report from the previous owner still has time on it. Vehicles that are 7 model years old or newer are exempt from emissions requirements.   • Proof of automobile insurance coverage: New residents to the State of Colorado must have a complying insurance policy on their vehicle pursuant to C.R.S. 42-3-105(1)(d) before the vehicle can be registered in Colorado. Out-of-state insurance policies cannot be accepted One of the of the following types of documents is acceptable:
    1. An insurance card or copy of an insurance policy
    2. A letter from your insurance company on the company's letterhead including a description of the vehicle with the following information: year, make, model, vehicle identification number (VIN), effective date, and expiration date of the policy.

  • Vehicle identification number (VIN) verification: A VIN verification is required if the seller has an out-of-state title or the vehicle is purchased outside Colorado. Denver Motor Vehicle will perform VIN verifications for $25.00 per vehicle. VIN verifications can also be completed by Air Care Colorado, or a Licensed Colorado Dealership.

  • If you own a truck weighing 4501 lbs to 10,000 lbs Colorado state law requires vehicle owners from out of state with such trucks to provide one of the following:
    • A certified weight slip*
    • A copy of the Manufacture’s Certificate/Statement of Origin (MSO) to validate the weight and update the Colorado record.
    • A Colorado state title
    • An Out-of-State title
    • DMV Vintelligence listing an accurate weight

*A weight slip will be required for trucks that have been modified over 300 pounds. County staff will need to ask if the vehicle has been modified and by how many pounds to determine if the vehicle needs a certified weight slip. For vehicles modified over 300 pounds, MSOs, titles or Vintelligence information will not be accepted. 

Certified weight slips must have The Vehicle Identification Number (VIN), Year of Manufacture, and vehicle Make. Nearby certified weight station locations are listed below. Please note that services at some certified weight stations may be limited during this time due to closures or staffing shortages.
