The Career Service Rules (CS Rules) govern employment with the City and County of Denver; including pay, classification, transfers, dispute resolution, promotions, training, and other personnel policies.

The Denver Career Service Personnel Rules may only be modified, rescinded, or revised, in writing, by the Career Service Board, which reserves the right to unilaterally modify, rescind, or revise the rules at any time consistent with its rule-making process.

City Charter & Municipal Code

The City Charter establishes the legal right of the city to function as a home rule municipality. The Denver Revised Municipal Code (DRMC) resides within the charter. The DRMC regulates administration, departments, boards and commissions, public ways and property, public health and sanitation, utilities, business, building, fire and police regulations, zoning, traffic and other subjects of municipal concern.

 

Board of Ethics

The Board of Ethics administers the Denver Code of Ethics(PDF, 169KB), which regulates the employees, elected officials, appointed officials and board and commission members of the Denver city government.

Executive Orders

An Executive Order (XO) establishes or defines a policy to which all Agencies under the Mayor shall adhere. An Executive Order Committee oversees the Executive Order process.

XOs are only available within the city network.

 

Fiscal Accountability Rules

Fiscal Accountability Rules set parameters for fiscal activities of the City and County of Denver. The purpose of the rules is to assist officers and employees in conducting financial activities and in making fiscal decisions.
