Affordable Home Ownership

 There are two down payment assistance opportunities available: HOST’s Affordable Home Ownership Program and metroDPA. 

 HOST's Affordable Home Ownership Program

Denver's Department of Housing Stability (HOST) Homeownership Program is specifically designed to help qualified, modest-income residents own safe, affordable condominiums and houses. The goal of our program is to provide affordable and safe housing opportunities to all Denver residents. 

The homeownership program has two main requirements:

  1. Applicants must be within the Area Median Income (AMI) limits(PDF, 144KB).(PDF, 144KB)
  2. Applicants must maintain a housing payment at or below 35% of the household income.

Affordable Homeownership Main Program Requirements

  1.  All employed household members’ income must be within 50-80% Area Median Income (AMI). (PDF, 144KB)Follow this link to view AMI income limits for our program and find out if your family’s income is within those limits.(PDF, 144KB)
  2. The monthly housing payment expense must be no more than 35% (FEHR) of the household’s income.

Required Documents

Prior to submitting an application for the homeownership program, the applicant(s) must be pre-approved by a lender, and be under contract for an affordable home. Please notify your realtor and lender of your interest in purchasing an affordable home and provide them with our contact information should they have any questions. We can be reached at 720-913-1634, or at affordablehousing@denvergov.org. Below is a list of required documents to apply:

1.     Purchase Contract - A copy of the signed purchase contract for the affordable home you wish to purchase. 

2.     Loan Application - Completed loan application form from the lender (form 1003) and loan approval letter.

3.     Income Documentation:

a.     Paystubs – Two months of the most recent consecutive paystubs for each employed household member. 

b.     Award Letter(s) - If receiving unemployment, social security, pension, survivor, disability, TANF, etc.

c.     Self-employed applicants – Must include the following documents:

                      i.     The last two years of complete Federal Tax Returns (including Schedule C), for both business and personal Federal tax returns.

                     ii.     Copies of any current business contracts

                    iii.     Current business profit and loss statements

D. Authorization to Release(PDF, 89KB): Please fill out if authorizing HOST to communicate or exchange information regarding your application to others.

4.     Bank Statements – Two months of the most recent and complete bank issued statements for all bank accounts held by each household member. 

5.     Verification of Employment (VOE) – A VOE form must be completed for each employed household member. The VOE is to be completed by the household member’s supervisor/manager.  

6.     An Authorization to Release Form – An authorization to release form must be completed if you wish HOST to share information about your income verification application with your lender or realtor. 

7.     Asset Statements – The two most recent asset statements for all asset accounts including, but not limited to, 401Ks, pensions, stocks, bonds, money market accounts, trust accounts, etc. Dividends received from these types of asset accounts will be included in the household’s annual gross income.

Asset Limits - Assets are limited to one and a half (1.5) times the amount of the published sales price of the affordable unit. HOST may allow certain exemptions for retired or permanently disabled applicants. Down payment funds will be excluded from the asset limit calculation. 8.     Tax Transcripts - Individual and business Federal tax transcripts for the last two years for all employed household members are required. You can request Federal tax transcripts at http://www.irs.gov/Individuals/Get-Transcript, or you can call the IRS at 1-800-829-1040 and request a transcript.  Please do not provide State or Federal tax returns.

9.    Court Issued Orders - Please provide a copy of the following Court Orders when applicable:

a.     Executed Divorce Decree

b.     Separation Agreement

c.     Child Support Orders 

d.     Maintenance/alimony Orders  

Court proceedings must be finalized prior to purchasing an affordable unit. An order is not official without a judge’s signature.  

10.     Financial Gifts – Financial gifts are restricted to 20% of the purchase price of the affordable home.  Gift funds must be solely used towards the purchase of the affordable home (i.e. down payment) and the gift letter must include the following information: 

a.     Who is receiving the gift funds;

b.     The name and relationship of the person giving the gift funds;

c.     The exact dollar amount of the gift funds; and

d.     A statement that no repayment is required and that the gift funds will be used solely for the purchase of a Denver affordable home.

11.    Housing Counseling Class Certificate – HOST partners with several non-profit organizations that offer the required FREE homeownership counseling classes. These classes include information on how to obtain a home mortgage, how to prepare for homeownership, closing process information, home maintenance, possible down payment assistance, etc.

Metro DPA Logo
metroDPA is a special down payment assistance program for buyers with up to $150,000 of qualifying income to bring the dream of home ownership within reach. We know that lacking the funds for a down payment is often a barrier to home ownership. The program provides assistance as a no payment, zero-interest, forgivable 2nd mortgage. As you apply for a 30-year fixed rate mortgage, we help with down payment and closing cost assistance up to 6% of your loan!

metroDPA is available to homebuyers throughout the Front Range. Go to metroDPA.org and in the Homebuyers Section, click the “What is metroDPA?” link for a list of approved areas.

General qualifications: Along with meeting FHA, VA or Conventional guidelines for a 30-year, fixed rate loan, borrowers must also meet the following:

  • Minimum Credit Score: 640
  • Income Limit: $150,000
