Matthew Mueller

Executive Director

Matthew Mueller is responsible for leading the Denver Office of Emergency Management. He works closely with executive leadership within the City and County of Denver, as well as executive leadership at the state and federal level. He serves in leadership roles during Emergency Operation Center activations.

Kayla Ibarra is the executive assistant to the executive director. She is responsible for managing the executive directors calendar, staffing for the Emergency Operations Center, and also takes on the role of office manager for the Denver Office of Emergency Management. 

David Powell

Deputy Director

David Powell manages the emergency managers of emergency planning, continuity, training and exercise, operations, and hazard risk and mitigation. He works closely with the executive director on the strategy and leadership of the office while filling leadership role in the Emergency Operations Center during activations.

Lin Bonesteel manages federal grants programs, finance, and administration for the office. She assists with staffing during Emergency Operations Center activations. 

Clarissa Boggs-Blake

Communications & Marketing Specialist (PIO)

Joint Information Center Manager

Clarissa Boggs-Blake serves as the agency's Public Information Officer (PIO). She fields media inquiries and conducts media interviews while assisting with general communications for the department. She also serves as a Joint Information Center Manager, where she leads the city's communication efforts during emergency activations.

Flaviano Graciano

Flaviano Graciano serves as the program manager for the community-based DenverREADY program. He is responsible for overseeing outreach trainers and overall coordination and management of the DenverREADY and DenverLISTO program for residents in the City and County of Denver. He also serves as an alternate Joint Information Center Manager during emergency activations. 

Courtney Bernet

Sr. Emergency Management Specialist- Planning

Courtney Bernet is responsible for developing and implementing emergency plans and coordinating strategy on how to respond to the diverse hazards that affect Denver. She also serves in an variety of leadership roles in the Emergency Operations Center during emergency activations. 

Tiana Farrant

Sr. Emergency Management Specialist- Training & Exercise

Tiana Farrant is responsible for internal training and exercise for OEM staff and for city staff serving in the emergency operations center. She also manages the agency's duty officer program. Her specialty is comprised of three main pillars: training, exercise, and continuous improvement. She also serves in leadership roles in the Emergency Operations Center during emergency activations.

Anisha Borthakur is responsible for Operations. She coordinates emergency operations and manages any and all upgrades to the Emergency Operations Center. She also serves in leadership roles in the Emergency Operations Center during emergency activations.

Stephen Decatur is responsible for Hazard Mitigation. He manages the Local Emergency Planning Committee which encompasses various subject matter expertise and external stakeholders. He also serves in leadership roles in the Emergency Operations Center during emergency activations. 

Alex Jadrich

Emergency Management Specialist- Continuity

Alex Jadrich is responsible for managing the Continuity Program for the City and County of Denver and coordinating continuity efforts for all City agencies. This includes the Citys Continuity of Government (COG) Plan and all of the individual agency Continuity of Operations Plans (COOPs). He also serves in leadership roles in the Emergency Operations Center during emergency activations.

Chelsea Nibert manages the local Save the Cities program, a federal grant program aimed at reducing the risk of a successful deployment of radiological or nuclear weapons against major metropolitan areas in the United States. She assists with staffing during Emergency Operations Center activations.
