Amended Plan of Development

Building a vibrant downtown Denver through strategic and catalytic investments that promote economic growth and revitalization

The Plan of Development provides guidelines for projects and improvements that can be funded by the DDA. It does not identify specific projects or investments, but rather identifies categories to guide public investment and establishes a process by which proposed projects may be considered for eligibility.

Denver's previous Plan of Development from 2008 specifically targeted the redevelopment of Denver Union Station, which has been completed. In 2024, the City and County of Denver amended its Plan of Development to address new economic challenges in the city's central business district. The updated Plan of Development establishes guidelines for the use of public DDA funds in a manner that will promote economic growth and encourage increased investment.

As adopted by Denver City Council on December 9, 2024, the foundational goal of the updated Plan of Development is to "build a vibrant downtown Denver through strategic and catalytic investments that promote economic growth and revitalization."

Adoption Timeline and Archive

The city, in coordination with the DDA's Board of Directors, launched a process to amend the Plan of Development in May 2024. As part of this process, the city solicited public input that helped shape a draft Plan of Development first released for public review in July 2024. It was then updated and considered by the DDA Board on August 29 and Denver Planning Board on September 4. It was updated again and re-approved by the DDA Board on November 7. Denver City Council voted to approve the final Plan of Development on December 9, 2024.
