Petitioning Into the DDA

Downtown property owners may petition to be included into the boundaries of the DDA. The inclusion of property into the boundaries of the DDA is not an application for funding and does not guarantee funding for any future redevelopment projects.

Eligibility to Join the DDA

State statute (CRS Section 31-25-822) allows for the addition of new properties into the boundaries of the DDA. To be considered for inclusion within the DDA, a property owner must be able to demonstrate both of the following:

  1. that their real property is directly adjacent to current DDA boundaries within the central business district, and
  2. that they are the fee owner of such property.

Petitions to join the DDA must provide evidence, such as a vesting deed and plat map. Entities that own multiple properties must separately petition in each property. 

Ownership and adjacency must be reviewed by the City and County of Denver for eligibility, approved by the DDA Board of Directors, and approved by Denver City Council. The DDA Board of Directors has discretion around when to consider petitions for inclusion.
