Compliance

DSBO duties include development and enforcement of programs for enhancing minority, women and small business enterprise utilization in city construction, professional design and construction services, and DEN concession contracting.

Once a contract has been awarded, goals or the defined pool is monitored by DSBO's compliance staff to determine whether the participation dollar amounts, percentages, and commitment level upon which the contract was awarded are maintained over the term of the contract.

Forms relating to each contract should be emailed back to the compliance officer assigned to the project, or can be emailed to dsbo@denvergov.org.

Goals

DSBO assigns goals to all city construction projects. Depending on the project, these goals may include Small Business Enterprises (SBE), Disadvantaged Business Enterprises (DBE), Minority Business Enterprises (MBE), and Women Business Enterprises (WBE).

Factors considered before setting goals include the known availability and the capacity of certified firms in specific industry groups.

No goals are assigned to Emerging Business Enterprise (EBE) projects. The city will offer projects restricted for bidding only for EBEs (defined selection pool) and provides free technical assistance to these firms.
