When a computer is used to access information on Denvergov.org, the following basic information is automatically received and stored by our web servers:

• Your computer’s internet protocol address (IP address), which establishes your computer location on the internet and allows other computers, such as those hosting Denvergov.org, to send it content and other information;
• The date, time, and duration of a website visit;
• If a computer accesses a page on Denvergov.org through a link from an external page not hosted on our site, the URL of that referring page;
• Your basic computer information, such as the type and version of web browser, operating system, screen resolution, and connection speed; and
• The specific pages accessed during a visit on Denvergov.org and the amount of data (measured in number of bytes) transmitted during the visit.

The City uses web measurement technologies to analyze data automatically collected during site visits. We analyze this information to provide an effective user experience on Denvergov.org and to understand how the public is using our website. This is currently done through third-party analytics providers Siteimprove and Google Analytics, using session cookies and persistent cookies.

Session cookies are used for technical reasons to facilitate efficient navigation through the site, to keep login sessions persistent throughout a visit, and to generate aggregated statistics about how the website is used. Persistent cookies are used to recognize a computer that has previously visited Denvergov.org, which can improve a user’s experience by maintaining settings and preferences and by storing data so that pages load faster. When a visitor views a page, Denvergov.org sets three persistent cookies to measure website metrics such as popular pages and how often people visit the website. These cookies do not collect personally identifiable information.

Our third-party analytics providers receive limited technical information about your visit, including your IP address and a cookie-based identifier assigned to your browser. The City does not use this information to identify individual visitors, and the analyses the City reviews are aggregated and do not identify individual users. Any statistical analyses or demographic summaries the City shares with parties outside the City are provided in aggregate form.

You can choose not to accept cookies from any website, including Denvergov.org, by changing the settings of your browser, and you can delete cookies stored in your browser at any time. Visitors who disable cookies will continue to have access to comparable information on our site. Certain features that require a user account will not function without session cookies, as described under “User Accounts” below.

Personal information you submit through online web forms, email subscriptions, and messages, or through interactive web-based applications, is used to respond to your message and to administer the City program or service to which your submission relates. By submitting personally identifiable information, you consent to the City’s use of that information for those purposes.

At any time, while interacting with our sites, you may decline participation in any activity that asks for information, such as surveys, web-based applications, or email notifications. Your choice not to participate will not affect your ability to use other features on Denvergov.org.

Certain web-based applications or features on Denvergov.org may require users to create an account in order to access full functionality or restricted areas of the site. Account creation requires users to provide a valid email address and a first and last name. We use this information to communicate with you and to identify content you create or request with the account. Session cookies are required with user accounts in order to maintain a user’s login while interacting with the site.

If you choose to create a user account for a City application, you may request at any time that your account be deactivated. Deactivation ends your access to the account and to account-based features. Personal information associated with a deactivated account is retained and disposed of in accordance with the City and County of Denver General Records Retention Schedule, and may be retained for a longer period where required by law, including to respond to a records request, subpoena, court order, or litigation hold. Some of the information provided to set up a user account, such as your ZIP code, as well as user-generated content such as public comments posted to the site with the account, may be treated as public information.

As a government agency, information submitted to the City is subject to the Colorado Open Records Act (CORA), §§ 24-72-201 et seq., C.R.S., which provides that all public records shall be open for inspection by any person at reasonable times, except as otherwise provided by law.

Information you provide to the City is generally protected by state and federal law, but it may be subject to public inspection through a CORA request unless an exception under CORA or another law protects it from release. Unless otherwise protected by law, information the City receives through its websites and applications is subject to the same provisions as information provided on paper. The City does not release information to outside parties except as permitted or required by law.

The City will not sell your information, and will not use or share your information for commercial purposes.

Consistent with §§ 24-74-101 et seq., C.R.S., the City does not disclose personal identifying information collected through City websites or applications for the purpose of investigating for, participating in, cooperating with, or assisting in federal immigration enforcement, except as required by state or federal law or as required to comply with a court-issued subpoena, warrant, or order. This section describes the City’s obligations under state law and does not limit or replace the City’s separate commitments under the Denver Public Safety Enforcement Priorities Act and Executive Order No. 142.

Online profiling is the practice of aggregating information about a person’s preferences and interests, gathered primarily by tracking their activity online, and using the resulting profile to deliver targeted content. The City does not conduct or participate in online profiling on its websites and applications.

The City does not sell or host commercial advertising on its websites and applications, and does not permit third parties to use information collected through City websites and applications to target advertising to you.

The City uses third-party service providers to host, operate, and measure its websites and applications. Those providers may have access to personal information only as necessary to perform services for the City, and are required by contract to protect that information and to use it only for the purposes the City has authorized. The City does not authorize its service providers to use information collected on the City’s behalf for their own purposes.

Unless otherwise prohibited by federal, state, or local law, rule, or regulation, you have the right to have personally identifiable information about you that the City maintains through its websites and applications corrected if it is inaccurate. To request a correction, contact the City Privacy Team using the information under “Contact Us and Feedback” below, or contact the City agency that collected the information.

The City and its departments maintain lists of subscribers who have asked to receive periodic email updates about various topics, and maintain web-based applications through which users can subscribe to receive notifications about schedules such as street sweeping, trash, and recycling pickup. We do not use your email information for commercial purposes.

Subscriptions are provided on an opt-in basis for each specific service. Subscribing to one service does not subscribe you to any other service. At any time, you may unsubscribe from future messages or opt out of notices using the link included in each email notification, or by contacting the City agency that administers the subscription.

You may also request that email messages you have sent to the City be deleted from City email archives once the communication or transaction is complete. The City will honor such requests except where the message must be retained under the City’s records retention schedule or is subject to a pending records request, subpoena, court order, or litigation hold.

Certain pages on Denvergov.org may include web content from third parties, such as embedded videos, social media feeds, and other externally hosted services. The City also maintains official content on several third-party websites to engage with the community and communicate with the public through multiple channels.

When you like, mention, share, post, comment on, or otherwise interact with an official City and County of Denver social media account, those interactions may be stored as City records and are subject to the City’s records retention and public disclosure requirements. Your activity on third-party sites is also governed by the security and privacy policies of those third-party sites.

Colorado’s law governing automated decision-making technology, Senate Bill 26-189, takes effect January 1, 2027. The City is reviewing its websites and applications to identify which, if any, use automated decision-making technology within the meaning of that law. The City will update this policy before the effective date to describe any such use and the notice and review rights available to you.

The City maintains reasonable security procedures and practices appropriate to the nature of the personal identifying information it collects and to the nature and size of the City’s operations, as required by § 24-73-102, C.R.S. These include administrative, technical, and physical safeguards, such as encrypting the transfer of personal information over the internet via Transport Layer Security (TLS), web application firewalls, and intrusion detection systems, together with technical procedures designed to protect the integrity of systems and data on City websites and applications. We review our processes and systems on a regular basis.

No method of transmitting or storing information over the internet is completely secure, and the City cannot guarantee the security of information transmitted to or from City websites and applications. In the event of a security breach involving personal identifying information, the City provides notice as required by § 24-73-103, C.R.S.

The City may link to websites created and maintained by other public or private organizations. We provide these links as a service to our users at our discretion. When you follow a link to an external site, you are leaving Denvergov.org and are no longer subject to our privacy and security policies, but to those of the externally hosted website. The City does not endorse any external site or the views it expresses, and does not guarantee the accuracy, relevance, timeliness, or completeness of information contained in an externally linked site.

The City is committed to making its websites and applications accessible to all users, and works to conform to the Web Content Accessibility Guidelines published by the World Wide Web Consortium. The City makes no representations, guarantees, or warranties as to the accuracy, completeness, currency, or suitability of the information provided through its websites and applications, and reserves the right to make changes and corrections at any time.
