The Citizen Oversight Board (COB) consists of nine citizens appointed alternately by the Mayor and City Council with one joint appointee to assess the effectiveness of the Monitor's Office; to make policy-level recommendations regarding discipline, use of force and other policies, rules, hiring, training, community relations and the complaint process; to address any other issues of concern to the community, the COB, the Monitor, the Executive Director of Safety, the Chief of Police, the Sheriff or the Fire Chief; and to review and make recommendations as to closed Internal Affairs cases where the findings were not sustained, as appropriate.

The Board meets twice monthly (1st and 3rd Friday of the month, currently, all meetings are virtual) and holds quarterly Public Forums throughout the City and County of Denver.
