Pre-Proposal Meeting: A Pre-Proposal Meeting will be held June 11, 2015 at 10:00 a.m., in Conference Room 4.G.2, Webb Building, 201 West Colfax Avenue, Denver, CO  80202.  Interested firms are strongly encouraged to attend.  Proposers are responsible for any information conveyed at this meeting.


Phase 1 Projects Workshop: A Phase 1 Projects Workshop will be held June 12, 2015 from 1:00-4:00 pm, in Conference Room 5.F.5, Webb Building, 201 West Colfax Avenue, Denver, CO  80202.  The workshop is intended to provide greater detail for the Phase 1 projects. The format will be a short presentation (15 minutes) for each of the three Phase 1 projects followed by a 30 minute (per project) open dialogue for questions or clarifications. Oral questions from the workshop will be answered at the meeting and by reference to the RFP and/or in an Addendum.  Representatives of each team are encouraged to participate in the workshops. Responses to questions and addenda will be posted for all registered plan holders.  Interested firms are strongly encouraged to attend.  Proposers are responsible for any information conveyed at this meeting.


Request for Proposal Responses: Printed Responses are due June 30, 2015 no later than 10:00 a.m. MST. Responses are to be delivered to Public Works Finance and Administration, Attn:  Elizabeth Zollo, 201 W. Colfax, Ste. 614, Denver, CO  80202.


General Statement of Work: The City and County of Denver is seeking a qualified consultant/contractor to perform integrated construction services. It is anticipated that the types of work issued under this contract may entail preconstruction services, project specific construction management services, construction typical for transportation projects (roads, sidewalks, etc.), large drainage facilities (open channels, detention facilitates, large bored pipes), environmental cleanup, Parks projects, major utility projects and site development work.


Fixed Contract Price Per Work Order: The Fixed Contract Price is defined as the total price to implement a City requested work order through a hard bid process with the addition of the Construction Management percentage proposed in this RFP. This fixed price shall include, but is not limited to, preconstruction services, any labor and professional services necessary to complete the design, construction and the materials and equipment incorporated or to be incorporated in construction; all construction services necessary to complete the Project in a condition ready for opening; all construction services necessary to complete the Project and gain final acceptance, all on-site utilities as may be required; and necessary construction management/project management services to manage each work order activities, permits, environmental mitigation measures, landscaping warrantees and other warrantees, and all documentation to satisfy the requirements of The City and County of Denver.

Communication with City: Except for the written comment period, the scheduled Workshops, and the Question and Answer process, no member of any team, or any agent or representative thereof, shall have any direct or indirect contact or communication with the Federal Highway Administration (FHWA), the Colorado Department of Transportation (CDOT), City and County of Denver, its consultants, or any City employee or elected official, except as otherwise allowed in this Request for Proposals document on anything or item relating to this Program, these Projects or the IC Contractor procurement process. Except for the Pre Proposal Meeting and the scheduled Workshops, all communication from any member of any team shall be in writing and submitted via e-mail pursuant to the rules set forth in this RFP. Any violation of these prohibitions will disqualify the team, and every member of its team, from any further participation in this Integrated Construction contract competition.


M/WBE Participation: The Project goal of 14% for Minority and Women Business Enterprise (M/WBE) Participation has been set for the identified transportation Phase 1 Projects (Brighton Blvd and Festival/33rd Street) in this RFP and must be met with certified participants as set forth in Section 28-60(b).  The Project goal of 6% for Minority and Women Business Enterprise (M/WBE) Participation has been set for the identified drainage Phase 1 Project (40th/40th to South Platte River Drainage Improvements Project) in this RFP and must be met with certified participants as set forth in Section 28-60(b).   Certain contracts let by means of a competitive process require proposers to address the project goal by means of a compliance plan, as authorized by the Director.  The successful proposer must be prepared to submit a Compliance Plan upon Notice of Selection, as a component of contract negotiations and award. Phase 2 projects will need to have a project specific goal set once the projects have been funded and fully scoped for implementation at a later date.


Prequalification Requirements: Each proposer must be pre-qualified in the Specialty Category Integrated Construction (IC) Services - Brighton Blvd. and Montclair Creek Area Improvements Program (see RFP document for detail), and receive Project Specific Permission to propose since the contract is over $25,000,000.  If not already prequalified, prime contractor must have submitted a prequalification application a minimum of ten (10) calendar days prior to the submittal due date, including a request for Project Specific Permission.  Prequalification applications must be submitted to the Department of Public Works, Prequalification Section, 201 West Colfax Avenue, Department 614, Denver, Colorado 80202.  To view the Rules and Regulations and to obtain a prequalification application, please visit our website at or call 720-865-2539 for prequalification information ONLY.


Prevailing Wage: Contracts for construction, reconstruction, and remodeling are subject to the City prevailing wage rate requirements established pursuant to Section 20-76, D.R.M.C.


As the City’s best interests may appear, the Executive Director of Public Works reserves the right to waive informalities in, and to reject any or all, submittals.
