The Department of Public Works, City and County of Denver, has issued a Request for Qualifications (the “RFQ”) for the project described below.

A Pre-Submittal Meeting will be held at 9:00 a.m. local time, June 11, 2015, in Conference Room 4.G.2, Wellington E. Webb Building, 201 West Colfax Avenue, Denver, CO  80202.  Interested firms are encouraged to attend.  Firms are responsible for any information conveyed at this meeting.

Printed Responses are due June 26, 2015, no later than 10:00 a.m. MST. Responses to be delivered to Public Works Finance and Administration, Attn:  Elizabeth Zollo, 201 W. Colfax, Ste. 614, Denver, CO  80202.

Question Deadline: All inquiries and questions regarding this RFQ shall be directed to Elizabeth Zollo in the Public Works Department in writing via email at no later than June 17, 2015, 2:00 p.m., local time.

General Statement of Work: This RFQ is for CM/GC Services related to the design and construction of Red Rocks Parking Lots and Traffic Controls and shall consist of three (3) distinct elements including but not limited to, the Reconfiguration of the Alameda Parkway and Trading Post Road Intersection, New Patron Amenities and Paving the Upper North Lot, and Realignment of the Road Adjacent to Lower South 2 Lot. In Addition, tentative scope for this project will also include the construction of a main waterline service to the Red Rocks Amphitheater Water Treatment Plant.

The Project goal of 16% Minority and Women Business Enterprise (M/WBE) Participation must be met with certified participants as set forth in Section 28-60(b).  Certain contracts let by means of a competitive process require proposers to address the project goal by means of a compliance plan, as authorized by the Director.  The successful proposer must be prepared to submit a Compliance Plan after the conclusion of the solicitation process, as a component of CM/GC contract negotiations and award.

Prequalification Requirements: Each proposer must be pre-qualified in the Work Category of 1A – General Civil with a Financial Limit of Six Million Dollars ($6,000,000).  If not already prequalified, prime contractor must have submitted a prequalification application a minimum of ten (10) calendar days prior to the submittal due date.  Prequalification applications must be submitted to the Department of Public Works, Prequalification Section, 201 West Colfax Avenue, Dept. 614, Denver, Colorado 80202.  To view the Rules and Regulations and to obtain a prequalification application, please visit our website at or call 720-865-2539 for prequalification information ONLY.

Prevailing Wage: Contracts for construction, reconstruction, and remodeling are subject to the City prevailing wage rate requirements established pursuant to Section 20-76, D.R.M.C.

As the City’s best interests may appear the Manager of Public Works reserves the right to waive informalities in, and to reject any or all, proposals.
