General Statement of Work: The City and County of Denver (City) is soliciting Requests for Qualifications from qualified firms to provide Construction Management/General Contracting services to renovate the historic Byers and Smiley Branch Libraries. Byers Branch Library is located at 675 Santa Fe Blvd and Smiley Branch Library is located at 4501 West 46th Avenue, both in Denver, Colorado. Each building is approximately 4,700 sf. Major components to the renovation are expected to include electrical and mechanical system upgrades, and restroom remodels. The buildings are designated historic landmarks and will require a General Contractor with experience working on historic buildings.
About Elevate Denver Bond Program: Elevate Denver is a 10-year, $937 million general obligation bond program approved by voters in 2017, that will enhance the City and County of Denver by providing critical improvements to the city’s infrastructure – improving our roads, sidewalks, parks, recreation centers, libraries, cultural centers, public-owned buildings and safety facilities.
A Pre-Submittal Meeting will be held on January 3, 2019 at 8:00 a.m. local time in Conference Room 4.F.6, Wellington E. Webb Building, 201 West Colfax Avenue, Denver, CO 80202. Interested firms are encouraged to attend. Firms are responsible for any information conveyed at this meeting. A site visit will be held for prime contractors at the project locations immediately following the pre-bid conference.

The Construction goal of 22% Minority and Women Business Enterprise (M/WBE) Participation must be met with certified participants as set forth in Section 28-60(b). The successful proposer must be prepared to submit a Compliance Plan after the conclusion of the solicitation process, as a component of CM/GC contract negotiations and award.
Prequalification Requirements: Each proposer must be pre-qualified in the Work Category of 2A-General Building with a Financial Level of $3,000,000. If not already prequalified, the prime contractor must have submitted a prequalification application a minimum of ten (10) calendar days prior to the submittal due date. Prevailing Wage: Contracts for construction, reconstruction, and remodeling are subject to the City prevailing wage rate requirements established pursuant to Section 20-76, D.R.M.C.
As the City’s best interests may appear, the Executive Director of Public Works reserves the right to waive informalities in, and to reject any or all, submittals.
