Request for Qualifications: Architectural and Engineering Professional Services for the Equestrian Center and Parking Garage Project

The Mayor’s Office of The National Western Center through the City and County of Denver has issued a Request for Qualifications (the “RFQ”) for Architectural and Engineering Professional Services for the Equestrian Center and Parking Garage Project (Project). The Project includes the design and construction administration services for approximately 526,440 sq. ft. of new equestrian facilities and a new 1,050-space parking garage Equestrian Plaza. The scope of design services includes verification of programming and conceptual design, schematic design, design development, preparation of construction documents, coordination with the selected Construction Manager/General Contractor (CM/GC), and construction administration through project completion.

This RFQ summarizes the background of the Project including its importance within the NWC Capital Build Phases 1 & 2 Program, identifies Program goals and organizational structure, provides a general description of services anticipated, describes the submittal requirements and criteria, and outlines the selection process. The response to this RFQ should serve as a complete and detailed approach to the design and construction administration services of the Project. General Statement of Work:  The Mayor’s Office of the National Western Center seeks Architectural and Engineering Professional Services for the development of a 526,440 SF Equestrian Center that includes 486,600 SF of enclosed equestrian facilities and 39,840 SF of covered open-air facilities. Also includes a 325,000 SF subgrade (walkout type) parking garage to accommodate 1,050 parking spaces. The facilities include a 4,500-seat Equestrian Events Center, a 500-seat Equestrian Show Arena, a 220,000 SF Horse Barn, two enclosed Paddocks (56,000 SF), and two covered, open-air Practice Areas (39,840 SF).

A Pre-Submittal Meeting will be held at 201 W. Colfax Ave., Denver, CO  80202, 2:30 p.m. local time, November 13, 2018, in the 4th floor conference room 4.G.2., Wellington E. Webb Building. Interested firms are encouraged to attend. Firms are responsible for any information conveyed at this meeting.

Minority and Women Business Enterprise Participation:  The project goal of 24% must be met with certified participants as set forth in Section 28-65, D.R.M.C. or through the demonstration of a sufficient good faith effort under Section 28-62 D.R.M.C.  For compliance with good faith requirements under Section 28-62(b), the M/WBE percentage solicitation level required for this project is 100%.

As the City’s best interests may appear, the Executive Director of Public Works reserves the right to waive informalities in, and to reject any or all, submittals.
