The goal of the project is to utilize state and local funds as well as U.S. Department of Transportation (USDOT) grant funds to reconstruct and renovate the 16th Street Mall to increase opportunities for public use of the Mall as an iconic civic space for leisure, commerce, and tourism; address the deteriorating infrastructure which will allow for reasonable maintenance frequency and reduce costs to businesses and taxpayers; improve safety for pedestrians and vehicles; and maintain mobility for desired transit operations for all users. The work included for this Request for Qualifications (RFQ) includes the design and construction of a new granite paver system, realigned Transit Way, new trees, and new underground infrastructure to replace the Mall’s failing and deteriorating infrastructure in order to reduce safety concerns and the negative effects of frequent maintenance and repair activities to the Free MallRide service. The work also includes replicating the original pattern of the granite pavers with improved surface friction, use or replication of the existing light fixtures, delineating the pedestrian walkways from the Transit Way with an amenity zone, creating wider pedestrian walkways to better accommodate pedestrian volumes, and continuation of the Free MallRide on the Mall between Denver Union Station and Civic Center Station.

This work order is DRIR rail realignment scope that will be awarded to a heavy civil general contractor. The scopes of work include earthwork, utilities, temporary dewatering, retaining walls, rail lines, underpass work.

This project falls under the North Denver Cornerstone Collaborative (NDCC), a coordinated effort created by Mayor Michael B. Hancock to strategically align planning among converging projects in Denver’s Globeville, Elyria, Swansea and River North neighborhoods. The project includes the construction of a bicycle and pedestrian bridge with stairs and ramps crossing over the Union Pacific railroad line, south of the existing crossing at 47th Avenue and York Street. The bridge will be constructed on unoccupied property south of 47th Avenue. Improving this connection and crossing was identified as a top priority and transformative concept in the 2015 Elyria Swansea Neighborhood Plan and the community continues to champion this. The project is a critical mobility improvement focused on improving safe bicycle and pedestrian connections between Elyria and Swansea Neighborhoods, and between Swansea Elementary School and the Valdez-Perry Branch Library.

The 2018 Traffic Signal Construction Master On-Call will be use to install new traffic signals or rebuild existing outdated traffic signals within the CCD. All work will be per current Denver Traffic standards. Scope of work include caissons, remove/replace existing traffic signal with mast arm traffic signal poles, install 12" diameter signal indications, 16” pedestrian signals faces, pedestrian crossing stations (buttons and signs), updated controller and cabinet, Uninterrupted Power Supply (UPS), Ethernet communication equipment (switches), Bluetooth device (Traffic Management System - BlueTOAD), video detection and traffic surveillance cameras, and emergency preemption system, and traffic signs, pavement markings, and civil which include but not limited to sidewalk, curb ramps, curb and gutters, storm sewers, roadway and asphalt. Each project will be scoped, priced, and authorized separately and work will be supervised and directed by a Traffic project manager. Multiple contracts may be awarded pending the needs of the City.
