Request for Letters of Interest for Design-Build Services

The City and County of Denver (City), is soliciting Letters of Interest from companies or teams interested in providing design-build services for the Colorado Convention Center Expansion (CCC-XP) Project.

GENERAL STATEMENT OF WORK: CCC-XP will expand the Colorado Convention Center to include features that focus on the quality and character of facility and experience, connectivity, flexible and unique spaces, and technology, all of which will help keep the facility modern, vibrant and attractive. The Project includes design, construction, and construction administration services for approximately 250,000sf of vertical expansion, renovation of approximately 120,000sf of lobby space, installation of new vertical conveyances and required code and life safety upgrades. In general, the scope of services includes pre-construction services, full design, construction, and construction administration through project completion. 

The City will use a two-step selection process to select one design-build team for CCC-XP based on a best value selection approach.  We anticipate the RFQ will be issued in late Spring, and the RFP in mid-2019.

PREQUALIFICATION REQUIREMENTS: Each prime contractor must be pre-qualified in the Work Category of 2A Buildings at the Financial Limit of Twenty-Five Million dollars ($25,000,000.00) AND request project-specific permission for projects over $25 million, in accordance with the Rules and Regulations Governing Prequalification of Contractors. Business Equity:  The City and County of Denver values the important role that small, minority and women owned businesses play in the local economy. Their success is essential to creating a diverse economy and creating jobs in underutilized communities.  The Colorado Convention Center Expansion Program is committed to advancing Denver’s underlying vision of business equity through growing and sustaining our small, minority and women-owned businesses. The program will provide opportunities to build wealth among these businesses and ensure that they benefit from project activities. Aligning with the Division of Small Business Opportunity’s mission to strengthen our small, minority and women-owned business community, the Colorado Convention Center Expansion Program is working toward this mission by ensuring that certified businesses are actively participating on the project at all phases.  The Colorado Convention Center Expansion Program will continue to advance its commitment to the small, minority and women-owned business community throughout the life of the program and set a precedent for other city programs. 

M/WBE Participation:  Minority and Women Business Enterprise (M/WBE) Participation will be required on this project in accordance with City ordinance.  Specific goals for Design and Construction will be stated within the RFQ.

WORKFORCE DEVELOPMENT:   The City is committed to developing and implementing a Pilot Workforce Development Program for CCC-XP design-build contract that will increase outreach, training, job opportunities and employment of people in economically disadvantaged areas and populations, while maintaining a competitive procurement environment.  In addition, the City is committed to addressing shortages in qualified construction workers generally and in Targeted Areas by increasing the number of apprentices and pre-apprentices.  The RFQ will require design-build teams to propose a Workforce Coordinator who will act as a single point of contact to implement Workforce Development requirements for the Construction Services aspects of the contract.

LETTERS OF INTEREST: The Letters of Interest will allow the Project Team to compile a list of interested companies for notices and any announcements relating to this project.  Firms interested in receiving project information should send a Letter of Interest to Elizabeth Zollo via the inbox no later than April 19th, 2019 to ensure that you receive future information about the Project.  Include in your Letter of Interest the name, address, phone numbers, and e-mail address for a contact person at your firm.
