DRIR Rail Realignment - Heavy Civil General Contractors

Project Description: The Mayor’s Office of the National Western Center (NWCO) and the Horizontal Integrated Contractor (HIC) Hensel Phelps (HP) have issued a Request for Bids to complete the DRIR Rail Realignment. Bids for Heavy Civil General Contractors will be accepted.

RFP documents will be available for download at the opportunities link at the Hensel Phelps Website on January 23. All Proposal Documents and Subcontract Documents are available when you join the project.

Mandatory Pre-Bid Information Meeting:

  • A mandatory pre-bid information meeting will be held at 10 a.m., Jan 30 at the Hensel Phelps Field Office, 5115 Race Court, Denver, CO 80216
  • Site visit to follow at 11 a.m.

Due Date: Printed Responses for the two required submissions are due as shown below, delivered to Wellington E. Webb Municipal Office Building, 201 W. Colfax Ave., Room 1D1, Denver, CO 80202.

  1. Technical Proposals are due between 1:30 and 2:00PM MST Friday, March 1, 2019 February 27, 2019
  2. Cost Proposals are due between 1:30 and 2:00PM MST Friday March 1, 2019 February 27, 2019

General Description of Services and Project: This work order is DRIR rail realignment scope that will be awarded to a heavy civil general contractor. The scopes of work include earthwork, utilities, temporary dewatering, retaining walls, rail lines, underpass work.

Selection Criteria: NWCO and the HIC are requesting proposals that will be scored as part of a best value process that can successfully demonstrate items such as:

a)    Pricing – 40 points possible

b)    Schedule – 25 points possible

c)     Project Team & Experience – 20 points possible

d)    Project Approach – 15 points possible

Total = 100 points

All elements requested of the proposers must be submitted to be deemed responsive in two separate proposal documents, the Technical Proposal and the Price Proposal.

Prequalification: Each submitter must be prequalified in category 1A (General Civil) at the $25,000,000.00 monetary level in accordance with the City’s Rules and Regulations Governing Prequalification of Contractors. Due to the specialized nature and dollar amount of this project, each submitter must also submit a Project Specific Permission Application. Prequalification applications must be received by Public Works a minimum of ten (10) calendar days prior to the submittal date. Minority and Women Business Enterprise Participation: The Project goal of 11% must be met with certified participants as set forth in Section 28-60(b).

Prevailing Wage Requirements: Contracts for construction, reconstruction and remodeling are subject to the City prevailing wage rate requirements established pursuant to Section 20-76, D.R.M.C.

General Information: As the City’s best interests may appear, the HIC Program Manager reserves the right to waive informalities in, and to reject any or all, proposals.
