The Department of Transportation and Infrastructure, City and County of Denver, has issued a Request for Qualifications (the “RFQ”) for Large General Civil On-Call Construction. A link to the RFQ documents can be found at www.work4denver.com. RFQ documents will be available for download at www.QuestCDN.com, eBid Document No. 6882622, at the cost of $15.00.
Responses are due at 10:00 a.m. MST, May 28, 2020, and will ONLY be received and accepted via the online electronic bid service through www.QuestCDN.com. To submit responses, click the online bidding button at the top of the advertisement. Proposers must be on the plan holders list through QuestCDN for proposals to be accepted. Proposers will be charged a fee of $30.00 to submit a proposal electronically.
A Pre-Submittal Meeting will be held at 10:00 a.m. MDT, May 5, 2020, via teleconference, +1 720-388-6219 United States, Denver (Toll), Conference ID: 516 093 636#. Interested firms are encouraged to attend. Proposers are responsible for any information conveyed during this meeting.

General Statement of Work: The City and County of Denver Department of Transportation and Infrastructure (DOTI) (“the City”) has identified the need to establish a group of qualified On-Call Prime General Contractors available to respond to proposal bidding requests for the execution of construction work for the City’s infrastructure. The General Civil Construction On-Call contract will be utilized to construct a variety of improvements to the City and County of Denver’s infrastructure typically within City Right-of-Way.
Minority and Women Business Enterprise Participation: The Project goal of 23% must be met with certified participants as set forth in Section 28-60(b). Certain contracts let by means of a competitive process require proposers to address the project goal by means of a compliance plan.
City desires to award up to 6 (six) on-call contracts, each with a capacity limit of $25,000,000 (twenty-five million dollars), with no anticipated Work Order limit.
Prequalification Requirements: Each proposer must be pre-qualified in Work Category: 1A Heavy Civil at or above the $9,000,000 (nine million dollar) monetary level in accordance with the City’s Rules and Regulations Governing Prequalification of Contractors. Each submitter must have submitted a prequalification application a minimum of ten (10) calendar days prior to the response due date. Textura Construction Payment Management:
Submitters are required to agree it shall use the Textura® Construction Payment Management System (“Textura”) to request payment from the City and to pay all subcontractors and record payments of all tiers. All fees associated with Textura are to be paid by the awarded Contractor.
Notice of Invitation
Contracts for construction, reconstruction, and remodeling are subject to the City prevailing wage rate requirements established pursuant to Section 20-76, D.R.M.C.
City contracts are subject to payment of City Minimum Wage established pursuant to Section 20-82 through 20-84 D.R.M.C.
As the City’s best interests may appear, the Manager of Transportation and Infrastructure reserves the right to waive informalities in, and to reject any or all, submittals/proposals.
