Request For Qualifications: 2020 General Civil On-Call Construction (SBE)

The Department of Transportation and Infrastructure, City and County of Denver, has issued a Request for Qualifications (the “RFQ”) for General Civil On-Call Construction (SBE). Responses are due at 10:00 a.m. MST, June 9, 2020, and will ONLY be received and accepted via the online electronic bid service through www.QuestCDN.com. To submit responses, click the online bidding button at the top of the advertisement. Proposers must be on the plan holders list through QuestCDN for proposals to be accepted. Proposers will be charged a fee of $30.00 to submit a proposal electronically.

General Statement of Work:

The Department of Transportation is soliciting Requests for Qualifications from multiple qualified Small Business Enterprise (SBE) certified firms for on-call construction services. The City has identified the need to establish a group of qualified contractors available to respond to proposal bidding requests for the execution of construction work for the City’s infrastructure. The Contract will be utilized to construct a variety of improvements to the City’s infrastructure, typically within City right-of-way. These improvements may include, but are not limited to: preconstruction services, minor roadway construction, pavement removal and rehabilitation, safety improvements, traffic signal, lighting and telecommunications installations and/or modifications, landscape improvements, general storm sewer improvements, minor bridge work and/or traffic maintenance.

Small Business Enterprise: 

The additional SBE Project goal is 0%. This contract solicitation is subject to the defined pool selection requirements of Article VII, Chapter 28 of the Denver Revised Municipal Code (D.R.M.C.) (the “SBE Ordinance”) and, as such, this contract is excluded from the coverage of Article III, Chapter 28 of the D.R.M.C.  The prime must be a certified SBE and shall meet the project goal of 0% with certified participants as set for in Section 28-211. The prime must be able to self-perform at least 30% of the work issued.

Cost Estimate:

City desires to award up to five (5) on-call contracts, each with a maximum contract amount of $5,000,000 and a work order limit of $1,000,000.

Prequalification Requirements:

Each submitter must be prequalified in category 1A Heavy Civil OR 1F(3) Concrete Sidewalk, Curb, Gutter and ADA Ramps, OR 1F(5) Concrete Pavement Rehabilitation at or above the $1,500,000.00 monetary level in accordance with the City’s Rules and Regulations Governing Prequalification of Contractors. Each submitter must have submitted a prequalification application a minimum of ten (10) calendar days prior to the response due date. Textura Construction Payment Management:

Submitters are required to agree it shall use the Textura® Construction Payment Management System (“Textura”) to request payment from the City and to pay all subcontractors and record payments of all tiers. All fees associated with Textura are to be paid by the awarded Contractor.

Miscellaneous:

Contracts for construction, reconstruction, and remodeling are subject to the City prevailing wage rate requirements established pursuant to Section 20-76, D.R.M.C.

City contracts are subject to payment of City Minimum Wage established pursuant to Section 20-82 through 20-84 D.R.M.C.

As the City’s best interests may appear, the Manager of Transportation and Infrastructure reserves the right to waive informalities in, and to reject any or all, submittals/proposals.
