The Department of Transportation and Infrastructure, City and County of Denver, has issued a Request for Qualifications (the “RFQ”) for General Civil On-Call Construction (SBE). Responses are due at 10:00 a.m. MST, October 8, 2020, and will ONLY be received and accepted via the online electronic bid service through www.QuestCDN.com. To submit responses, click the online bidding button at the top of the advertisement. Proposers must be on the plan holders list through QuestCDN for proposals to be accepted. Proposers will be charged a fee of $30.00 to submit a proposal electronically.

General Statement of Work:
The Department of Transportation is soliciting Requests for Qualifications from multiple qualified Small Business Enterprise (SBE) certified firms for on-call construction services. The City has identified the need to establish a group of qualified contractors available to respond to proposal bidding requests for the execution of construction work for the City’s infrastructure. The Contract will be utilized to construct a variety of improvements to the City’s infrastructure, typically within City right-of-way. These improvements may include, but are not limited to: preconstruction services, minor roadway construction, pavement removal and rehabilitation, safety improvements, traffic signal, lighting and telecommunications installations and/or modifications, landscape improvements, general storm sewer improvements, minor bridge work and/or traffic maintenance.
Small Business Enterprise:
Article VII, Chapter 28, of the Denver Revised Municipal Code (D.R.M.C.), states the Director of the Division of Small Business Opportunity has the authority to designate expenditure contracted by the City and County of Denver to the SBE defined pool program. The Director has designated this solicitation as a small business defined pool procurement and in accordance with the SBE Ordinance requirements.
Award will be strictly limited to currently certified City and County of Denver Small Business Enterprise (SBE) Firms in accordance with Section 28-205, D.R.M.C. The SBE contractor/consultant self-performance requirement is 30%.
City desires to award up to five (5) on-call contracts, each with a maximum contract amount of $5,000,000.
Textura Construction Payment Management:
Submitters are required to agree it shall use the Textura® Construction Payment Management System (“Textura”) to request payment from the City and to pay all subcontractors and record payments of all tiers. All fees associated with Textura are to be paid by the awarded Contractor.
Contracts for construction, reconstruction, and remodeling are subject to the City prevailing wage rate requirements established pursuant to Section 20-76, D.R.M.C.
City contracts are subject to payment of City Minimum Wage established pursuant to Section 20-82 through 20-84 D.R.M.C.
As the City’s best interests may appear, the Manager of Transportation and Infrastructure reserves the right to waive informalities in, and to reject any or all, submittals/proposals.
