Deadline to Submit Questions: June 8, 2020 at 2:00 p.m. local time.

Proposals for this project will ONLY be received and accepted via the online electronic bid service through Responses must be submitted via QuestCDN no later than 10:00 a.m. local time, Tuesday, June 30, 2020. To submit responses, click the online bidding button at the top of advertisement. Consultants must be on the plan holders list through QuestCDN for proposals to be accepted. Consultants will be charged a fee of $30.00 to submit a proposal electronically.

General Statement of Work:  Requests for Qualifications from professional service teams to provide on-call or “as needed” comprehensive professional services to support the various capital projects for the DOTI Project Delivery Administration.  It is also intended to supplement the City’s Design, Planning and/or Construction Engineering forces as needed.  In this respect, the Consultant shall assemble a team of resources in sufficient strength to meet the requirements of the City in the technical areas referenced in the various scope categories.   

Minority and Women- Owned Business Enterprise Participation:  Article III, Division 3 of Chapter 28 of the D.R.M.C. directs the Director of DSBO to establish a project goal for expenditure on construction, reconstruction, remodeling, professional and design work contracted by the City and County of Denver. Each individual category will have an assigned MWBE participation goal as follows:

20% General Civil/Roadway Design

35% Data Collection

22% Bridge Design

25% Utility Engineering

20% Bridge Inspection

30% Green Infrastructure & Landscape Architecture

25% Multi-modal Design

40% Public Engagement and Marketing

30% Multimodal & Transportation Planning

20% Wastewater Planning and Design

18% Transit Planning and Design

35% Program and Project Management

25% Traffic Engineering


Project goals must be met with certified participants as set forth in Section 28-63, D.R.M.C. or through the demonstration of a sufficient good faith effort under Section 28-64 D.R.M.C.  A draft utilization plan is a required submittal as part of the response to this RFQ and it will be scored. DSBO’s approval of the utilization plan will be required prior to receiving an executed contract or notice to proceed.

General:  As the City’s best interests may appear, the Manager of The Department of Transportation and Infrastructure reserves the right to waive informalities in, and to reject any or all, proposals.
