Request For Qualifications: Professional Design Services Ruby Hill - Phase 3 Design

The Department of Transportation and Infrastructure, City and County of Denver, has issued a Request for Qualifications (the “RFQ”) for professional design services for the Ruby Hill – Phase 3. Deadline to Submit Questions: September 24, 2020 at 10:00 a.m. local time

Proposals for this project will ONLY be received and accepted via the online electronic bid service through www.QuestCDN.com. Responses must be submitted via QuestCDN no later than 10:00 a.m. local time, October 13, 2020. To submit responses, click the online bidding button at the top of advertisement. Consultants must be on the plan holders list through QuestCDN for proposals to be accepted. Consultants will be charged a fee of $30.00 to submit a proposal electronically.

General Statement of Work:

The primary goal for this project is to locate an adventure bicycle and snow sports facility building on the hill overlooking the rail yard bowl with proximity to existing pedestrian and vehicular access points. The concept plan develops relationships between the building and the surrounding site and includes bike skills courses (both beginner and intermediate), picnicking opportunities, public art, and a splash pad. The concept also includes a new facility for bike rentals, storage, public bathrooms, and offices for DPR staff.

Minority and Women Business Enterprise Participation:

Article III, Division 3 of Chapter 28 of the D.R.M.C. states the Director of the Division of Small Business Opportunity has the authority to establish a project goal for expenditure contracted by the City and County of Denver.  The specific goal for this project is:

25% Minority and Women Owned Business Enterprise (MWBE) Participation Goal

Project goals must be met with certified participants as set forth in Section 28-63, D.R.M.C. or through the demonstration of a sufficient good faith effort under Section 28-64 D.R.M.C.  A draft utilization plan is a required submittal as part of the response to this RFQ and it will be scored. DSBO’s approval of the utilization plan will be required prior to receiving an executed contract or notice to proceed.

General:

As the City’s best interests may appear, the Manager of the Department of Transportation and Infrastructure reserves the right to waive informalities in, and to reject any or all, proposals.
