In November 2016 Denver voters approved Initiative 300, granting businesses the ability to apply for a license to allow for adult marijuana consumption in designated areas. As part of the initiative, City Council was tasked with creating a cannabis consumption task force to study the impacts of cannabis consumption permits on the city and to report its findings to the Council by November 22, 2018, two years from the date the ordinance went into effect.
The Task Force met five times: May 10, June 14, July 12, August 9 and September 13, 2018 from 9 to 10:30 A.M. in the Denver City & County Building (1437 Bannock Street, Room 391).
A wide range of individuals with expertise in zoning, government administration, real estate, Denver's history of cannabis laws and policies, as well as representatives from the cannabis industry and community advocates, some of whom previously served on the Social Consumption Advisory Committee that provided input on the Rules Governing Designated Consumptions Areas released in June 2017, were invited to serve on the Social Consumption Area Task Force. Representatives from the City’s Department of Public Health & Environment, Department of Excise & Licenses, Fire and Police Departments, and the City Attorney’s Office attended all meetings so they could be available to answer questions, provide information, or correct any inaccurate information presented.

The Task Force released a draft report in September 2018 with a request for the public to submit comments, clarifications, and suggestions by October 15, 2018. After receiving a few comments, the report was edited and re-released in its final form in November 2018.
The Denver City Council Special Issues: Marijuana Committee viewed a presentation of the final report and recommendations and heard public comment on November 19, 2018. Councilwoman Kendra Black, Chair of the committee, scheduled an additional follow-up meeting to continue the presentation and discussion, which was held on December 3, 2018. The committee expressed a desire for further discussion on the distance requirements, sunset, and special event requirements. Councilwoman Black scheduled three additional meetings of the Special Issues: MJ Committee for early 2019.
