BUILDING AND FIRE CODE ADOPTION PROCESS

The City and County of Denver is adopting an updated Building and Fire Code, which will include the 2018 editions of the following international codes:

  • International Building Code
  • International Existing Building Code
  • International Residential Code
  • International Energy Conservation Code
  • International Mechanical Code
  • International Plumbing Code
  • International Fuel Gas Code
  • International Fire Code
  • International Green Construction Code (brand new to Denver – will be voluntary)

As part of this effort, we have taken a hard look at our existing Denver amendments with the goal of eliminating unnecessary sections, jargon, and complexity.

A draft of proposed new code will advance to City Council’s Land Use, Transportation, and Infrastructure committee.

City Council second reading and vote

Grace period:

When adopted by City Council, there will likely be a four-month period between the code adoption date and its effective date. During these four months, projects may use either the 2016 code or the new 2019 code, but after the four-month grace period has elapsed, all projects applying for building or fire permits will need to meet the 2019 code.

Major projects that are in the design phase while the 2019 code is being drafted may be able to request an extension to continue using the 2016 code. Review Section 103.10.2 of the current code for the procedure for requesting an extension. (CPD will use this same process for the 2019 code.)

Recaps of the Technical Advisory Committee Meetings

Community Planning and Development formed seven technical advisory committees consisting of city staff and industry experts (PDF) to evaluate the new codes and proposed amendments.

Committee meetings were open to the public. All meetings were from 2 - 5 p.m. in room 4.I.5 (unless otherwise noted) of the Webb Municipal Building, 201 W. Colfax Ave., Denver.

Review Proposed Amendments

All city code adoptions are a public process. The period to propose an amendment for the 2019 Building and Fire Code was from March 11 - May 10, 2019. Each proposal received has been published below. These will be considered and voted upon by technical advisory committees before being included in the final code draft.

Community Planning and Development has also proposed a bundle of amendments to be voted upon as a group, unless a committee member or member of the public requests that a specific amendment be called out for discussion and a separate vote. These are noted below as "the city's bundle of amendments."
