About the Denver Elections Division


The Denver Elections Division is a division of the Office of the Clerk and Recorder; an independent agency of the City and County of Denver.    

Mission Statement

"To conduct Denver's elections in a fair, accurate, accessible, secure, transparent and efficient manner; to educate and encourage the public to participate in the voting process; and to maintain accurate voter registration and election records."

Paul D. López, Clerk and Recorder

The Clerk and Recorder's Office serves a number of important functions for the City and County of Denver including:

  • Administering elections
  • Preserving various records and making them available to the public
  • Recording land transactions
  • Overseeing foreclosures

Jocelyn Bucaro, Director of Elections 

Jocelyn joined the Denver Elections Division in June 2018 and successfully led the team through six elections, including the November 2019 Coordinated Election. She previously served nearly seven years as the Director/Deputy Director of the Butler County (Ohio) Board of Elections where she oversaw the implementation of new processes to streamline and improve the election process, reducing the cost of elections by 25 percent while also making voting easier and more accessible for voters. Under her leadership, the Board of Elections received multiple awards from the Ohio Secretary of State for its poll worker recruitment program and early vote center operations.

Jocelyn came to elections administration with over ten years of experience in the fields of government, politics, and education. She spent over three years working in Washington, DC as a legislative aid in the U.S. Senate and as a staffer in the White House, and she worked as a top aid on a national presidential campaign. She earned a Master’s Degree in Secondary Education from the University of Cincinnati and taught U.S. and World History. She also holds a Bachelor of Arts in Political Science with Honors from DePaul University in Chicago.

Paul Casper, Elections Operations Manager

The Operations Department provides voting operational support, ballot production, voting site management, election supply and equipment management, election technology coordination including the development of database applications that support election functions, voting system management, security system administration, address library maintenance,  internal election management systems and logistical field support.  The Operations Department is also responsible for the preparation of standard and customized reports and maps, and tabulation and compilation of election results.

Lisa Stubbs, Elections Administration Manager

The Administration Department provides records management, project management, purchasing and budget coordination, administrative and operative support, facility coordination, campaign finance management, graphic design, training coordination, and election judge coordination including recruitment, on-boarding, and off-boarding processes.

Heather Heyer, Voter Services Manager

The Voter Services department provides customer service (in-person, over the phone and via email), oversees UOCAVA voters, processes voter registrations and petitions (municipal candidate, initiated ordinance, recall, and charter amendment) and all data entry into the statewide voter registration database. Additionally, the Voter Services department creates training materials and develops course content  for election judges working at Voter Service and Polling Centers.

Dan Volkosh, Policy and Compliance Administrator

The Policy and Compliance Department spearheads the office’s compliance with various legal requirements by drafting bills, administrative rules, and internal policies; responding to Colorado Open Records Act (CORA) requests; and coordinating with the City Attorney’s Office for legal needs. The Department also leads the Clerk and Recorder’s government relations by serving as legislative liaisons, evaluating proposed legislation, and preparing fiscal notes. Policy and Compliance also administers the City’s campaign finance reporting system and collects required reports like lobbyist disclosures, gift reports, and financial reports.

Alton Dillard, Communications Manager

The Communications Department provides media relations, community outreach, candidate and campaign relations, legislation coordination, website and social media coordination, and provides strategic public information support for elections.
