Park Hill Detention 

 

This new stormwater management system will reduce flooding in the Park Hill area by installing new stormwater pipes along 39th Avenue from Dahlia Street to Grape Street, and near Dahlia Street and Smith Road. The project will also construct a detention area in the northeast corner of Park Hill Golf Course to more effectively hold and slow stormwater that flows through the area. 

 
 

Construction crews are working near Dahlia Street at Smith Road and 39th Avenue, working their way east along 39th Avenue to Grape Street. Initial work involves the removal of asphalt and relocating several existing underground utility pipes.

Project Status

Construction began in November 2018 and is planned for completion in June 2020. 

 

Noise Advisory

Starting the week of December 9, the A Line trains will sound horns at the intersection of Smith Road and Dahlia Street at the crossing gate as a safety requirement due to construction activities near the rail line. Trains will sound the horns during working hours until the end of January 2020 or when the work is complete.

CURRENT CLOSURES

  • 39th Avenue from Eudora to Elm – End of January
  • 39th Avenue from Forest to Grape – Reduced to one Eastbound Lane – End of February
  • 39th Avenue and Forest intersection – Closed from 5 p.m. to 7 a.m.; one lane open from 7 a.m. to 5 p.m. – End of February
  • 39th Avenue from Elm to Forest – reduced to one eastbound lane – End of February
  • Dahlia Street just north of Smith Road – Early 2020
  • Dahlia Street just south of Smith Road – Early 2020
  • Intersection of 39th Avenue and Grape – Early Summer 2020

Access to businesses and properties will be maintained during construction.

 

Construction on the Park Hill Detention project continues to progress as scheduled. As of mid-March, the project is 10% complete. Milestones reached include:

  • Boring underneath the train tracks and roadway at Smith Road.
  • Tree and landscape removal at the stormwater detention area.
  • Start of excavation of the stormwater detention area.

Coming in April, crews will be relocating water, storm and sanitary pipes and installing new storm water pipes along 39th Avenue from Dahlia to Elm Street. 

Permanent Detention area location 

  • Installation of construction fencing
  • Removal of landscaping and soil
  • Increased construction traffic
  • Installation of an outlet structure
  • Planting of native grasses

Construction will continue through the end of summer 2019, but is dependent on weather conditions and other factors affecting construction.


Construction Work Hours

Normal working hours along 39th Avenue between Dahlia and Holly Street will be Monday–Friday from 7 a.m. to 9 p.m. and Saturday–Sunday from 8 a.m. to 5 p.m. Unless otherwise noted, street closures are in effect 7 days a week, 24 hours a day. 

Work hours on the stormwater detention area at the Park Hill golf course are limited to Monday–Saturday from 8 a.m. to 5 p.m.
