Park Hill Detention 

 

This new stormwater management system will reduce flooding in the Park Hill area by installing new stormwater pipes along 39th Avenue from Dahlia Street to Grape Street, and near Dahlia Street and Smith Road. The project will also construct a detention area in the northeast corner of Park Hill Golf Course to more effectively hold and slow stormwater that flows through the area. 

 
 

Construction crews are working near Dahlia Street at Smith Road and 39th Avenue, working their way east along 39th Avenue to Grape Street. Initial work involves the removal of asphalt and relocating several existing underground utility pipes.

Project Status

Construction began in November 2018 and is planned for completion in June 2020. 

 

Notice of Water Service Interruption, Thursday, December 5

As part of the Park Hill Detention project, it is necessary to temporarily shut down water service on Thursday, December 5, to relocate a waterline. Water service will be interrupted for some properties along E. 39th Avenue and Elm Street between 38th and 39th Avenue. The shutdown is scheduled to occur between the hours of 8 a.m. to 2 p.m. and is dependent on weather. SEMA is coordinating with Denver Water to minimize the service interruption.

CURRENT STREET CLOSURES

  • 39th Avenue from Eudora to Elm – through end of December
  • Dahlia Street just south of Smith Road – through early 2020
  • Dahlia Street just north of Smith Road – through early 2020

CURRENT LANE CLOSURES

  • 39th Avenue from Elm to Forest Street reduced to one eastbound lane through end of November
  • Periodic lane closures on Smith Road near the northeast corner of the Park Hill Golf Course for truck haul operations are guided by flaggers

UPCOMING OPENINGS

  • 39th Avenue at Grape – early December
  • 39th Avenue from Dahlia to Elm – mid-December

Access to businesses and properties will be maintained during construction.

 

Construction on the Park Hill Detention project continues to progress as scheduled. As of mid-March, the project is 10% complete. Milestones reached include:

  • Boring underneath the train tracks and roadway at Smith Road.
  • Tree and landscape removal at the stormwater detention area.
  • Start of excavation of the stormwater detention area.

Coming in April, crews will be relocating water, storm and sanitary pipes and installing new storm water pipes along 39th Avenue from Dahlia to Elm Street. 

Permanent Detention area location 

  • Installation of construction fencing
  • Removal of landscaping and soil
  • Increased construction traffic
  • Installation of an outlet structure
  • Planting of native grasses

Construction will continue through the end of summer 2019, but is dependent on weather conditions and other factors affecting construction.


Construction Work Hours

Normal working hours along 39th Avenue between Dahlia and Holly Street will be Monday–Friday from 7 a.m. to 9 p.m. and Saturday–Sunday from 8 a.m. to 5 p.m.

Work hours on the stormwater detention area at the Park Hill golf course are limited to Monday–Saturday from 8 a.m. to 5 p.m. 

General Traffic Impacts: The project will require occasional road and intersection closures in and around the work area. Starting in early December, expect heavy equipment use resulting in vibrations and noise at these locations.
